국문 초록

이 연구는 인터넷의 확산과 국가의 부패 간 관계를 다양한 시각에서 접근하여 검증 하는데 목적이 있다. 구체적으로 인터넷 확산과 국가의 부패 간 관계에 대해 4가지의 모형을 제시하고, 2000～2010년의 통계자료를 기초로 각각에 대한 검증 작업을 실시하였다. 모형1은 국가의 경제적(경제성장), 정치적(민주화수준), 문화적(교육 수준) 요인과 인터넷 확산이 국가의 부패 수준에 미치는 영향에 대한 검증을 위한 것이며, 모형2는 양자의 유의한 상관관계가 거의 모든 국가에서 나타날 것이라고 믿는 ‘낙관적 기술결정 론’에 대한 검증을 위한 것이다. 모형 3은 인터넷 확산의 조절효과에 대해, 모형 4는 각 변수들의 부패에 대한 직•간접효과와 인터넷 확산의 매개효과를 검증하는 것이다. 이상에 대한 검증 결과, 인터넷 확산은 국가의 부패 감소를 이끄는 강력한 선행변수이나 이것이 모든 상황에서 동일하거나 보편적으로 존재하지는 않았다. 또한, 인터넷 확산은 국가의 정치, 문화적 요인이 부패에 대해 미치는 영향을 강화하거나, 이들 요인을 매개 하는 역할도 하는 것으로 나타났다. 이로써 이 연구는 인터넷 확산과 부패 간 관계에 대해 단선적으로 접근하는 기존 연구들과 달리 다양한 시각에서의 접근과 해석이 필요 함을 제시하고, 양자의 관계에 대해 만연한 낙관적 기술결정론의 시각을 벗어나 다양하 며 균형적인 관점을 가져야 함을 제시하였다는 점에서 나름의 의의를 가진다.

영문 초록

This study examined the relation between the diffusion of the Internet and national corruption on the basis of a data for 2000～2010 years. To be more specific, this study set four models to examine the two, and analyzed it statistically. Model 1 reviewed the effects of economic, political, and cultural variables on national corruption. Model 2 tested the ‘optimistic technological determinism’ on the two(Internet diffusion and corruption). And, Model 3 and 4 were analyzed the moderating and meditation effect of the Internet on the level of corruption. As the results of analyzing these models, this study has confirmed that the diffusion of the Internet is the strongest determinant of national corruption. However, it has also revealed that the effect of the Internet diffusion on national corruption is different according to each nations’ economic and/or political conditions. Also, it has found out that the Internet diffusion has moderator and meditator effects on national corruption.
