국문 초록

본 연구는 부패를 차단하고 예방하기 위한 방법으로서 ICT와 인터넷 그리고 전자정부 이용의 접근성에 관한 문제를 다루는 정보격차 차원에서 설명하였다. 이를 위해 부패와 정보격차에 관한 개념적 논의를 전개하고 반부패를 위한 정보격차의 해소 국면에 서 개념적 기본 틀을 설명하고 유사사례를 통해 전략과제를 탐색하였다. 반부패를 위한 정보격차 해소의 기본적 틀로는 전자거버넌스, 행정정보공개, 전자정부 서비스, 정책 및 의사결정과정의 상시열람시스템 등의 기반요인을 제시하였으며, 전략적 과제로는 ICT 인프라 구축을 통한 접근성 확보, 정부3.0의 구현 가시화, 공공조직 내부에 현업시스템에 대한 상시탐지시스템 구축, 클라우드 컴퓨팅 시대의 맞춤식 정보격차 해소 방안 강구, 조직내부의 반부패 풍토 조성과 확산, 정보취약계층의 맞춤식 정보화 이용환경 개선 등을 제시하였다. 본 연구는 부패 및 반부패의 유사사례를 토대로 향후 구체적이고 심층적인 논의를 전개할 수 있는 실마리를 제안했다는 점에서 의의가 있다.

영문 초록

This study explained digital divide dealing with the problem about the using accessibility of ICT, Internet and e-Government to protect and prevent the corruption in public sector. To achieve that, the study found out the strategies through the cases, explaining the basic frameworks of solving digital divide and making the anti-corruption. The basic frameworks such as e-governance, the administrative information disclosure, e-government services, policy and decision making processes, and ordinary reading systems are suggested to improve the way to close digital divide. Also, the strategies such as constructing the infrastructures, securing the accessibility, achieving government 3.0, devising the customized service of solving digital divide based on the time of Cloud Computing, diffusing the anti-corruption of inner organizations and so on, are suggested. This study made a lot of suggestions and had important significations by discussing the cases based between the corruption and anti-corruption in depth.
