지방정부의 청렴도 향상방안: 부산광역시를 중심으로

국문 초록

본 연구는 최근 강조되고 있는 지방정부의 청렴성 현황을 부산광역시를 중심으로 분석하고, 이를 기초로 부산광역시의 청렴도 향상방안을 모색하는 데 목적을 두고 있다. 분석결과 부산광역시의 종합청렴도는 전국 16개 광역시 중 최하위인 16위로 나타났으며, 내부청렴도보다는 외부청렴도가 낮은 것으로 나타났고, 특히 외부청렴도 중 투명성지수가 가장 낮은 것으로 나타났다. 그리고 본 연구에서는 부산광역시의 청렴도 향상을 위해서는 청렴도 측정 지표 개선을 위한 노력이 무엇보다 중요함을 강조하였다. 즉, 부패에 대한 경험과 인식 개선 을 통해 부패지수를 높이고, 업무처리 절차 공개성 증진과 법규ㆍ규칙ㆍ절차 준수 등 을 통해 투명성지수를 높이며, 공직윤리준수 및 업무완수 노력 등을 통해 책임성지수 를 개선하는 등의 노력을 통해 외부청렴도를 향상시키도록 하여야 한다. 그리고 관행 적으로 이루어지고 있는 부패 근절 및 윤리규정 내면화 노력 등을 통해 조직문화를 개선하고, 내부고발제도 및 부패행위에 대한 적절한 징계 등과 같은 부패방지 노력 등 을 통해 청렴문화지수를 개선하여야 하고, 인사업무ㆍ예산집행ㆍ업무지시 공정성 제고 노력 등을 통해 업무청렴지수를 개선하는 등의 노력을 통해 내부청렴도를 향상시키는 것이 중요하다.

영문 초록

This study aims to find out methods for improving integrity of local government in Busan, based on analyses of integrity of local governments, which is recently emphasized issue, conducted with Busan metropolitan city as priority. As the result of analyses, Busan’s general integrity indicated the lowest rank of 16th among 16 metropolitan cities, and its rate of internal integrity was lower than its external integrity which was included transparency index at the lowest level. To achieve improvements in integrity of Busan government, the study focused on the importance of efforts for enhancing estimation index of integrity. In other words, it should be making effort to improve the external integrity by relevant index reformation: increasing corruption index through enhancement of experience and recognition about corruption; transparency index through upgrading to open working process and to comply with laws, rules and procedures; and responsibility index through complying on public service ethics and completing of duties. Furthermore, organizational culture should be improved by the efforts including eradicating customary corruption and internalizing ethic codes, integrity index in cultural part should be enhanced by the anti-corruption efforts such as whistle-blowing system and proper disciplinary actions against corrupted staffs, and integrity index in work part should be improved by raising fairness in personal affairs works, budget execution and work directive.
