교사관찰추천의 현황과 소외계층 영재 선발을 위한 과제

국문 초록

본 연구는 교사관찰추천의 현황과 제3차 영재교육진흥종합계획(2013-2017)에서 강조하고 있는 소외계층, 특히 다문화가정 학생을 대상으로 한 우수인재 선발 현황 및과제에 대해 다루고 있다. 주요 연구결과는 다음과 같다. 첫째, 교사관찰추천은 시도 교육청 소속 영재교육기관의 약 51%가 전면 실시 또는 부분 실시 방식으로 사용하고있다. 둘째, 교사추천서와 심층면접이 가장 많이 선호되며, 그 다음으로 체크리스트가사용되고 있으며 교육기관과 지역에 따라 선택적으로 이루어지고 있다. 셋째, 교사관찰추천제 도입에도 불구하고 소외계층 영재는 과소 선발되고 있으며 소외계층 영재를선발하기 위한 적합한 도구 개발이 부재하다. 넷째, 소외계층 영재에 대한 교사의 결핍인식과 교사관찰추천에 대한 교사들의 부담이 조사되었다. 교사관찰추천 본래의 취지에 따른 운영을 위한 주요 과제로 객관적이고 타당한 교사관찰추천 도구, 특히 소외계층 영재를 위한 도구개발, 영재 특히 소외계층 영재에 대한 교사 인식 향상을 위한 연수, 교사관찰추천에 대한 사회적 공감대 및 학부모 홍보, 정책적 지원과 행정적의지가 제시되었다.

영문 초록

The purpose of this study is to explore how teachers nominate students for gifted programs through teachers' observation and behavior assessments, and what issues come about specially relating with socially and economically disadvantaged gifted students, including the multicultural gifted, emphasized by the 3rd Master Plan for the Promotions of Gifted and Talented Education(2013-2017). About 51% of the entire gifted education institutions showed a partial or a whole usage of teachers' observation and nomination for selecting students. The most preferred selective tools were teachers' referral letters and deep interviews followed by checklists, which depended on the size and the situation of each gifted institution. Despite adapting teacher nomination and observations, there is still underrepresentation of socially and economically disadvantaged gifted students and no special selecting process or tools has been developed for them. Deficit thinking and emotional burdens among teachers were found. There are some issues emerging, which are needed for developing objective and valid assessments for teachers' observation. This is especially focusing for the socially and economically gifted, good teacher nomination training programs, effective publicity to the parents of economically disadvantaged or multicultural students, social assurance of teacher competence and trustworthiness to nominate students and the support of educational policies and government will.
