경찰공무원의 업무특성과 문제행동에 대한 제재 인식간 관계

국문 초록

이 연구는 경찰공무원의 업무특성과 경찰 문제행동에 대한 제재 인식과의 관계를 검증하였다. 경찰 문제행동에 대한 제재 인식은 Chappell & Piquero(2004)의 연구에서 활용된 측정도구를 사용하였다. 경찰 문제행동에 대한 사례는 소청심사사례집에 제시된 여러 사례 중 초과근무 허위입력, 순찰차 사적이용, 업주접촉 사례를 임의선정하였다. 조사대상자는 인천지방경찰청 소속 경찰공무원으로 임의선정된 경찰공무원 200명을 대상으로 설문조사를 실시하였고, 이 중 151명을 분석에 활용하였다. 경 찰공무원의 업무특성과 문제행동과의 관계를 확인한 결과는 다음과 같다. 첫째, 경찰공무원의 업무특성과 초과근무 허위입력간 관계를 확인한 결과 담당업무별로 초과근무 허위입력에 대한 제지 인식의 차이가 통계적으로 유의미하게 도출되었다. 둘째,경찰공무원의 업무특성과 순찰차 사적이용에 대한 제재 인식 역시 담당업무에 따라 차이가 있는 것으로 나타났다. 마지막으로, 경찰공무원의 업무특성과 업주접촉에 제재 인식은 통계적으로 유의미한 차이가 확인되지 않았다. 이러한 분석 결과를 통해 경찰공무원에 대한 부적격자 배제방안, 인성교육의 강화, 감찰 기능의 강화, 경찰 자체적인 자정운동의 지속 전개 등의 필요성을 제시하였다.

영문 초록

This study is to survey relation of the police officer’s job characteristics and perceived sanction of police misconduct. Perceived sanction of police misconduct are applied in article about Chappell & Piquero(2004). Cases in police misconduct are selected as false type of overtime, private use of patrol car and connection with business owner which are included in part of appeal review. One hundred fifty one in 200 of those questioned who take service in Incheon Metropolitan Police Agency participate in this study. The result which relation of the police officer’s job characteristics and perceived sanction of police misconduct were as follows. First, There are Statistically different Between police officer’s job characteristics and perceived sanction of false type of overtime in accordance with assigned task. Second, There are Statistically different Between police officer’s job characteristics and perceived sanction of private use of patrol car in accordance with assigned task. Finally, There are not Statistically different Between police officer’s job characteristics and perceived sanction of connection with business owner. As a results, this study present the necessity which exclusion plan for disqualified candidates of police officers, reinforcement of character education for police officers, reinforcement of internal affairs in police organization, and duration of self-purification in police organization.
