국문 초록

외국인 유학생의 증가는 전 세계적인 현상인데, 이에는 공급과 수요 측면의 요인이 모두 작용하고 있다. 먼저, 공급 측면에서 외국 유학과 유학대상국 선택에 영향을 미치는 요인으로는 모국에서의 고등교육 기회의 정도, 미래의 고용기회와 소득 증대 등 유학에 따른 경제적 편익, 강의언어, 프로그램의 질, 등록금과 생활비의 수준, 그리고 유치국의 이민정책 등이 주로 거론 된다. 수요 측면에서 각국 정부와 대학이 적극적인 유학생 유치에 나서고 있는 이유로서는 글로벌 경쟁에서 우위를 점하기 위한 우수인재의 유치, 학생 구성의 다양성 증진을 통한 국제화촉진뿐만 아니라, 보다 중요하게는 유학생 유치를 통한 대학･지역사회･정부의 수입 증대와 일자리 창출 등 경제적 효과를 들 수 있다. 이러한 이유로 호주, 영국을 비롯한 세계 각국 정부와 대학은 매우 적극적으로 유학생 유치에 나서고 있으며 유학생 유치의 경제적 효과를 주기적으로 추계함으로써 정책 설계에 이를 활용하고 있다. 그런데 우리나라의 경우에는 2004년부터 Study Korea Project를 추진하고 있으나, 아직까지 단 한 번도 외국인 유학생 유치의 경제적 효과를 추계한 적이 없다. 따라서 본 연구는 전국 대학을 대상으로 실시한 설문조사 결과를 토대 로 외국인 유학생 유치의 경제적 효과를 추계함으로써 우리나라의 유학생 유치 정책에 시사점을 제공하는 데에 그 목적이 있다.

영문 초록

The rapid increase of international student mobility for the past three decades has been propelled both by the demand and supply factors. On the supply side, educational opportunities in home countries, expected economic benefits such as employment and earnings opportunities, language of instruction, the quality of educational programs, the level of tuition and living expenses, and immigration policies of host countries are the factors influencing the level of international student mobility. On the demand side, host country governments and higher education institutions try to recruit international students as a way of diversifying the student body and ultimately promoting global competitiveness. More importantly, the economic benefits from the recruitment of international students have been the driving force behind the rapid internationalization of higher education. For this reason, various governments and private institutions have estimated the economic benefits of international students to their domestic economy. Unfortunately, no attempt has been made to estimate the economic benefits of international student recruitment in Korea. In this respect, this article attempts to provide the estimation of economic benefits of international students based on the survey conducted on the higher education institutions in Korea.
