교육복지투자 방향 재설정을 위한 탐색적 연구

국문 초록

본 연구는 현행 지방교육재정분석의 각 분야별 투자 현황이 교육복지투자 총 규모와 성질별투자 유형 파악에 한계가 있음을 확인하고, 최근 3년간 17개 시·도교육청 교육비특별회계 결산자료를 세세부사업 수준까지 내용적으로 분석하여 실제적인 교육복지투자 총규모 및 유형별투자 실태를 제시하는 데 목적이 있다. 연구 결과, 최근 3년간 교육복지투자 총 규모는 2011년 4조 6,004억 원, 2012년 6조 1,201억 원, 2013년 7조 1,620억 원으로 매년 꾸준히 증가하여 2011년 대비 2013년 약 55.7% 증가했다. 2011년 대비 2013년 유형별 교육복지투자는 보편-기본 >보편-부가 > 선별-기본 > 선별-부가 순으로 투자 우선순위가 조정되는 과정이 확인되었다. 최근 보편적 교육복지의 확대에 따른 교육재정 전반의 위축은 경제계에서 주장하는 저출산과 학생수 감소 등으로 인한 교육비 부담 경감 전망이 현재의 교육복지투자 양상과 미래 투자전망을 고려하지 않은 협의적 시각에 따른 것임을 반증하는 것이다. 또한, 본 연구 결과는 보편적 교육복지가 선별적 교육복지를 구축하는 상황은 교육재정의 투자우선 순위에 대한 기회균 등의 원리, 지방의 균등한 교육발전을 천명하고 있는 헌법적·법률적 가치를 고려할 때 재원 확보에 대한 책임 공방보다는 절대적인 재원 확충을 위한 진지한 관심의 전환이 필요함을 뒷받침한다.

영문 초록

This study is assumed that the current analysis and suggestions of local educational finance have some limitations on catching real amount of education welfare investment. Accordingly, we attempted to explore content analysis using recent 3 years’ accounting information based on 17 local offices of education. Then we suggested the summation and each type amount of education welfare investment based on new framework used for this study. The study suggested the results that 4.6 trillion in 2011, 6.1 trillion in 2012, and 7.1 trillion in 2013. The 2013 year amount is the 55.7 percent increased figure comparing to 2011. Additionally, it is confirmed that universal/basic welfare investment strikingly increased compared to selective/basic and additional welfare investment. The increased of universal education welfare means that the economic parties’ allegation is likely to have fault because it is not considered the real investment of current and future education welfare. Too much narrow perspective of education welfare investment will lead to the fallacy of educational finance security prediction. In conclusion, considering that equal opportunity principle and balanced development of local education system in Korea, policy-makers should concentrate on securing the money for implementing harmless educational policies including NURI curriculum, instead of arguing the financial accountability of universal education welfare.
