대학생 학자금 지원의 성과 분석

국문 초록

본 연구는 대학생 학자금 지원의 제 성과를 실증적으로 분석함으로써 문제점을 진단하고 향후 발전방향을 모색하기 위한 목적으로 수행되었다. 이러한 목적을 달성하기 위한 연구 내용 및 방법은 다음과 같다. 첫째, 저소득층의 대학교육 기회 확대 성과를 살펴보기 위해 두 대학의 소득분위 자료를 바탕으로 2012년 학생들의 가구 소득분포를 분석하였다. 둘째, 소득분위별 학 자금 경감 효과를 분석하기 위해 두 개 대학의 소득분위별 장학금과 대출금 그리고 학생 부담의 비중을 산출하였다. 마지막으로, 장학금이나 대출금의 성적 효과를 추정하기 위하여 횡단면 분석 및 패널 분석을 실시하였다. 분석 결과는 다음과 같다. 첫째, 저소득층의 대학 입학 기회가 다른 소득분위에 대해 크게 제한을 받지는 않으나, 수도권의 4년제 대학에 고소득층 자녀들이 더 큰 비중으로 재학하고 있을 가능성이 있다. 둘째, 국가장학금과 대출제도는 저소득층 학생들의 진학과 고등교육비 부담 경감에 큰 기여를 하고 있다. 셋째, 패널 분석에서 장학금과 대출의 성적 효과가 없거나 부정적 으로 나타났다. 이러한 실증적 연구 결과들을 토대로 학자금 지원 정책의 개선을 논의하는 노력이 지속될 필요가 있다.

영문 초록

The purpose of this study is to analyzes various performances of financial aid for university students and derive some policy implication from the empirical analysis. For this purpose, first, we analyze the income distribution of the students in 2012 to check the accessibility to higher education for the students from the low income family. Second, we check the grants and loans reasonably decrease students’ tuition burden. Last, we estimates the effect of grants and loans on the academic achievement represented by GPA. Research findings are as follows: Overall, students from low-income family do not have limited access to the higher education, yet there are disportionately more students from high-income family metropolitan 4 year university. Meanwhile, Korean National Scholarship and loan systems contributed to college access of low-income family’s students and the reduction of self-payed college expenses. Last, there is not statistically significant effect of grants or loans on academic achievement. Based on the result, we find many positive effects of national scholarship and loan system grants and loans, and with the reasonable accessibility to the higher education, policy makers should care more about the quality of education.
