국문 초록

이 논문은 국가 고등교육 재정확보의 현황을 분석하고 향후 방향과 과제를 모색하는 데 목적이 있다. 이를 위해 먼저, 국가 고등교육 재정확보의 현황을 정부의 고등교육재정 확보노력과 확보규모의 추이를 중심으로 분석하고, 그 한계와 문제를 제시하였다. 다음으로 국가 고등교육 재정확보의 기본방향과 과제를 제안하였다. 우리나라는 1990년대 중반 이후 고등교육재 정사업이 국가 교육정책의 핵심과제로 중시되고 그 규모와 지원사업의 종류도 지속적으로 확대되어 왔다. 그러나 고등교육 재정규모의 영세성, 분담구조의 불균형, 재원확보의 불안정성과 유동성의 문제를 안고 있다. 우리 고등교육이 양적, 질적 측면에서 성장의 한계를 돌파하기 위해서 단기적으로는 정부 교육재정 투자계획의 실효성을 확보하고 확충계획을 보완･수정할 필 요가 있고, 중장기적으로는 설립별 및 대학별 특성을 반영한 재정투자계획의 수립과 시행, 법령 제･개정, 국가 수준의 연계 및 통합 시스템 구축, 재원의 다양화와 운영 효율성 제고가 필요하다.

영문 초록

The purpose of this article is to analyze the current status of public finance of higher education and to explore measures for securing the finance. For this, firstly Korean government’s efforts to expand higher education finance and the changes of financial amount were analyzed including their limits and problems. Secondary Some policy measures on direction and tasks for increasing higher education finance were suggested. Since the late 1990s the Ministry of Education regarded higher education funding program as one of the key administrative agendas and had expanded amounts and kinds of the programs. But poor size of higher education finance, imbalance in sharing between public and private financing, and instability and changeability of higher education finance remained as main problems. In order to break through the limit of growth in both quality and quantity, the government ought to seek effective ways to carry out the investment plans for higher education, and to rectify and supplement the expansion plans in the short term. And also establishing and implementing investment programs reflecting types and conditions of higher education institutions, enacting and revising related laws and provisions, structuring and establishing national network and integrated system, and enhancing diversity of financial sources and operational efficiency are needed in the mid and long term.
