국문 초록

본 연구는 지방자치단체의 매장문화재 보존 및 활용을 모색하기 위해 매장문화재 행정체제를 중심으로 정책적 개선방안을 제언하는데 연구목적을 두고있다. 역사마을과 지역 만들기 조성방안으로 유적의 적절한 보존, 현재 보존된 유적의 정비 및 활용, 지역주민의 요구를 반영한 공개 및 활용사업, 매장문화재의 지역 정비사업에의 활용 등을 제시하였다. 그리고 지방자치단체의 매장문화재 행정체제 개선방안으로 조직의 정비, 세원 및 거점시설의 확보, 행정교육 조직과의 연계, 타 지방자치단체와의 연계, 지역주민 및 민간과의 연계, 연구기관 및 언론기관 등과의 협력관계 구축 등을 제언하였다.

영문 초록

Cultural properties is national heritage that has great public significant by having spiritual heritage of the public. Especially buried cultural property has significant relationship with the land it was buried and this characteristic makes them hard to recover after the destruction caused by land development projects. Because of this, it needs the high level of administrative, policy approaches. The aim of this study is to improve the administrative system related with buried cultural properties and make proposal for better policy improvement plan. By confirming the cases of preservation plan of historical towns and making area, this study suggest about preservation of remains, its modification as well as practical use, making public with its practical use that local residents demands, and the use of buried cultural properties in local area organization planing. Futhermore by suggesting development on its organization, secure the source of taxation and its bases, relation with educational organization, linking with other local region including its own local religions, and the cooperation between research institution with media, this study suggest improvement plan in administrative system about buried cultural properties.
