국문 초록

2005년 미국에서 발생한 허리케인 카트리나, 리타 및 윌마, 2010년 유럽에서 발생한 겨울폭풍, 2011년에 발생한 호주의 홍수, 뉴질랜드의 지진, 일본의 쓰나미, 미국의 토네이도 및 태국의 홍수에 이어, 2012년에 미국에서 발생한 허리케인 샌디 등 자연재해로 인하여 전세계적으로 엄청난 피해가 발생하고 있다. 우리나라 역시 해마다 발생하는 집중호우 및 태풍 등으로 인하여 연간 수 조원의 피해가 발생하고 있다. 이와 같이 자연재해위험이 증가함에 따라, 정부 및 민간보험사들이 그에 대하여 적절히 대응할 것을 필요로 한다. 이에 본 연구에서는, 우리 나라에 있어서 농업재해보험법에 따른 농작물재해보험, 가축재해보험및 양식수산물재해보험, 그리고 풍수해보험법에 따른 풍수해보험 등 정책성 보험과 자연재해위험을 담보하는 민영보험 등 자연재해보험제도의 실태에 대하여 살펴본 다음 자연재해로 인한 위험에 보다 효율적으로 대응하기 위하여 정부와 민영보험사의 역할분담과 상호협력방안에 관하여 살펴보고자 한다.

영문 초록

There have been natural catastrophes around the world such as Hurricanes Katrina, Rita and Wilma in the U.S. in 2005, winter super storm in Europe in 2010, flood in Australia, earthquake in New Zealand, tsunami in Japan, tornadoes in the U.S. and flood in Thailand in 2011, and Hurricane Sandy in the U.S. in 2012. In Korea, natural catastrophes such as severe rainstorms and typhoons have also caused huge losses worth more than several trillion Korean won every year. As risks of natural catastrophes escalate, both government and private insurance industry are being required to respond properly and adequately. Therefore, this study aims to review the existing government insurance programs such as crop insurance, livestock insurance and cultured fishery products insurance under the Agricultural Disaster Insurance Act and wind and flood insurance under the Wind and Flood Insurance Act, as well as the existing private insurance programs covering natural catastrophe risks. This study will then explore how each of the government and private insurance industry could respond to the natural catastrophe risks in a more efficient manner including their respective roles and means of cooperation.
