국문 초록

이 논문은 경찰학이란 어떤 학문이며, 우리 나라에서 경찰학의 학문적 실태와 문제점은 무엇인가를 경찰학과의 편제 및 학위, 교과과정, 교수진과 학생, 경찰연구단체를 중심으로 분석 검토하여, 이를 발전시킬 수 있는 방안을 제시한다. 첫째는 우리 나라에서 경찰학의 학문적 독자성이 명백하게 확립되었다고 보기는 어렵다. 왜냐하면 각 대학에 설치된 학과의 명칭이 경찰학과가 아닌 경찰행정학과가 주류를 형성하고 있으며, 경찰학의 연구성과에 대한 토론의 장인 한국경찰학회의 출범도 일천하기 때문이다. 둘째는 경찰관련 학과의 명칭은 자율적으로 정하되 학위의 명칭은 경찰학사로 통일하는 것이 경찰학의 정체성을 확보하는데 바람직할 것이다. 셋째는 경찰학과의 표준교과과정이 마련되어야 한다. 또한 경찰기관ㆍ 산업체ㆍ 학계ㆍ 연구소 등이 상호 교류 협력하여야 한다. 넷째는 경찰학과의 적정한 교수진을 확보하도록 노력하고 학생수도 적정규모로 조정하여야 한다. 또한 경찰당국은 졸업생들의 경찰직으로의 유인을 위한 장치를 마련하여야 한다. 다섯째는 경찰학자와 실무자들은 경찰학의 학문적 발전을 위해 경찰관련 학회에 적극적으로 참여하여 연구와 발표의 기회가 확대되도록 하여야 한다.

영문 초록

This paper presents a way to promote the study of police science here by reviewing and analyzing police science itself, and academic issues and problems unique to Korea from the perspectives of organization of police science department, degree, curriculum, faculty, students and police research organization. Firstly, academic independence in Korea is yet to be clearly established. The name of department in majority colleges is more police administration than police science and the Korean Association of Police Science, the official ground for discussion on researches on police science has just established. Secondly, it is desirable to give each university the discretion to decide on the name of police related department but unifying the name of the degree as bachelor in police science in order to maintain the identity of police science. Thirdly, standard curriculum across police science departments is in order in addition to mutual exchange and cooperation between police related organization and agency, industry and academia. Fourthly, appropriate number of qualified faculty member needs to be secured along with the appropriate number of students. And police authority needs to establish a mechanism to attract graduates of police related departments. Lastly, researchers and working-level police personnel need to actively participate in police associations with more opportunities for research and publication of the results.
