국문 초록

무한한 가능성의 공간으로 기대를 모았던 사이버공간이 요즘은 정보화의 역기능이라고 할 수 있는 사이버범죄 문제로 심각한 도전에 직면해 있다. 그 결과 사이버공간은 이제 더 이상 희망의 공간이 아니라 범죄와 일탈이 난무하는 기피공간으로 전락할 가능성 마저 보인다. 특히 사이버범죄의 경우 그 개념규정과 분류가 어려우며 단속의 한계로 인해 어려움이 많다. 사이버범죄에 대한 최상의 대책은 컴퓨터와 정보통신기술을 이용하는 사람들이 사이버범죄에 대한 올바른 인식을 갖고 건전한 사이버공간 활동을 하는 것이다. 그러므로 사이버공간을 이용하는 모든 사람들에게 정보보호교육과 함께 사이버공간확대에 대응하는 정보보호인력을 양성해 나가야 한다. 본 연구는 설문조사를 바탕으로 정보보호전문인력 양성을 위한 단기적 방안과 장기적 방안을 제시했다. 단기적 방안으로는 한국정보보호진흥원과 정보통신교육원의 교육기능 강화를 장기적 방안으로는 대학의 정보보호교육 정착 및 활성화를 위해서 정보보호관련 학과 또는 전공설치 지원과 정보보호 교과목의 개설 및 확대, 정보보호 자격증제도의 도입을 제안하고 있다.

영문 초록

Cyberspace can bring huge possibilities and unlimited expectations however we are also facing with many serious problems related with cybercrime. Consequently, theses days, it is said that cyberspace is not a ideal space because it fail to avoid crime and rampage. Cybercrime is a tough problem because it is difficult to conceptualize and classify the cybercrime and there are many difficulties in regulating cybercrime. The best policy about cybercrime is to build proper awareness and to make better use of computer and telecommunication users. Therefore, we have to train information security specialists and expand information security education. Based on the discussion of existing theories and the survey's finding, this study proposes a two-part policy plan: a long-term plan and a short-term plan. As a short-term plan, this paper proposes to strengthen the educational roles of the Korean Information Security Center and the Academic Institution of Information Telecommunication. As a long-term plan, it recommends that the government should support the building of departments concerned with information security in universities, increase the level of information security and establish a system of certification.
