여자경찰관의 활성화 방안 연구

국문 초록

이 연구는 여자경찰관의 역할과 지위에 대한 혁신적인 대안을 개발할 목적으로 2000년 5월 15일부터 31일 까지 서울지방경찰청에서 근무하는 180명의 여자경찰관과 180명의 남자경찰관, 그리고 인천광역시남구에 거주하는 주민 180명을 대상으로 조사를 수행하였다. 조사결과 여자경찰관은 채용, 교육훈련, 승진, 배치에 개선이 필요한 것으로 나타났고 여자경찰관의 역할과 지위를 향상시키기 위하여 장애물이 제거되어야 하고 특히 여자경찰관의 업무가 확장되어야 하고 여자경찰관의 복지가 개선되어야 하며 여자경찰관의 증원이 필요한 것으로 나타났다. 채용은 남자경찰관과 동시에 주기적으로 이루어져야하며 교육훈련은 여자의 특성을 살려서 해야 하고 승진은 경력에 근거하여 경쟁의 원리를 채택할 필요가 있다. 이 외에 인력배치는 효과적인 인력관리를 위하여 순환되어야 하고 전문적인 여자경찰관의 업무가 경찰기관내 효과적인 인력관리를 위하여 정립되어야 할 것이다.

영문 초록

This study develops the innovative alternatives of the role and status of women in policing. For this study, the survey was conducted from May 15, 2000 to May 31, 2000. The respondents were 180 women and 180 men in policing, the numbers of the Seoul Metropolitan police Agency and 180 residents living in Nam-Ku, Inchon Metropolitan City. The findings are as follows. ① In order to improve the role and status of policewoman, the barriers need to be removed. Especially, policewoman must enlarge her work. ② The welfare system for woman in policing should be arranged. ③ The increase in number of woman in policing is necessary. The proportion of policewomen needs to increase by 10% of all persons in policing. However, 20% needs to be considered in the long term. ④ The recruitment should be improved in the direction of recruiting men and women all together and periodically. The entry must be simplified as two ways for the manager and for non-manager and equality in opportunity of the entry should be given to men and women. ⑤ The education institutions must be characterized for the education of policewomen, i.e. National Police University has a important function for woman cadets, Police Comprehensive School for office work education, and Central Police School for new-entry policewomen. ⑥ The advancement system needs to adopt the competition principles on the basis of career. ⑦ Assignment to a position must be rotated for effective manpower arrangement ⑧ The division for policewomen must be established for efficient personnel management in the police agency.
