한국사회의 부정부패 실태 및 대책

국문 초록

우리 사회의 공무원의 부정부패의 실태를 살펴보기 위해서는 우리사회의 각 집단별로 표본을 정하고 이에 대한 전수조사를 실시하는 것이 가장 바람직한 것이지만, 본 연구에서는 주로 정부에서 발행한 공식 통계자료를 이용하여 실태를 살펴보고자 하였다. 공식통계자료를 이용하여 공무원이라는 한정된 집단을 살펴본 결과, 주된 비위유형은 직무유기 및 태만, 복무규정 위반, 품위손상, 증수뢰 등으로 나타났는데, 이는 조직구조 등의 거시적 차원의 문제라기 보다는 특정 집단 구성원 개개인의 윤리성과 관련이 되는 미시적인 차원의 것으로 나타났다. 또한 공무원 집단 중에서 타 부처에 비하여 권력지향적이라고 일반적으로 인식되고 있는 소방ㆍ경찰공무원에 비하여 지방공무원과 중앙 부처 공무원의 비위가 상대적으로 많은 것으로 나타났다. 공무원의 경우 각종 비위로 인하여 징계를 받는 유형을 살펴보면 견책, 감봉, 정직, 해임, 파면 등의 순으로 나타났고 이에 대한 형사사법기관에서의 처리도 기소율이 상당히 낮으며, 실형을 받는 경우는 극히 미미한 것으로 나타났다. 부정부패는 특정 원인에 의한 것이라기 보다는 각계 각층에서 나타나고 있는 것이고, 부정부패를 저지르는 개개인에 의하여 수행되는 경우가 많기 때문에 우리 사회를 구성하는 개개인의 윤리성 확립이 가장 시급한 문제라 하겠다.

영문 초록

The matter on the corruption of the government official in korea is caused by chronic and structural problem which have spread in the bureaucratic society from the past to the present. The phenomenon of illegality and corruption is not an evil of a section of bureaucratic society but a serious obstacle for the development of my country because it has spread widely in the society. So it becomes more important. In korea, The anti-corruption policy like an enforcement of official discipline, a social purification drive, a new order and life drive, a new Korea creation was established and enforced whenever the political power changed. But corruption was not removed completely. The reason why we could not realize the goal of anti-corruption successfully is controversial point of our anti-corruption policy. In other words, the obstacle to achievement of anti-corruption drive is weak will of the chief executive, defficiency of clarity of politics and administration by democratization of politics. Therefore, we have to establish the reform measure as follows to overcome the obstacle and remove the illegality and corruption. First of all, It is necessary to do assessing teaching for all officials and pan-national education for moral recovery and to practice epochal regulation relaxation. And then, in the strategy of legal and systematic aspect, it is necessary to establish an effective law for prevention the corruption of official and the Public Servants Ethics Law. Lastly, in the strategy of social and environmental aspect, it is necessary to register property of government official and to systematize the prohibition law of lobby and to revive real-name accounting system, and to expand support for the citizen organization movement.
