지역공론장으로서 TV 시사토론 프로그램의 가능성과 한계

국문 초록

이 글은 지역 시사토론프로그램의 의제와 토론자, 토론의 흐름에 대한 분석을 통해, 지역방송의 토론 프로그램이 지역공론장으로서 어떠한 특성과 문제점을 갖고 있는지 분석했다. 지역방송의 토론프로그램의 의제는 로컬리즘의 원칙에 충실한 편이다. 선거와 지방자치, 교육과 환경, 개발정책이 많이 다루어진 반면, 정치적으로 예민한 주제나 사회적 약자와 관련된 의제는 소홀하게 다루어졌다. 토론자는 지역정치인과 행정관료, 교수와 전문가, 시민단체 대표가 다수를 차지하여, 매체공론장은 지역사회의 지배엘리트와 지식엘리트들에 의해 독점되어 있다. 토론은 자유로운 찬반토론보다는 준비된 원고에 따라 사회자의 질문과 답변이 이루어지는 좌담회 성격을 띠고 있다. 토론프로그램이 지역공론장으로 활발하게 기능하지 못하는 이유는 지방자치의 취약성과 지역 정치사회의 종속성, 시민사회의 취약성과 협소한 지식사회, 지역공론장과 생활세계 사이의 '지역' 범위의 불일치, 지역 공영방송의 역할에 대한 낮은 문제의식 등을 지적할 수 있다. 그 결과 지역토론프로그램은 시민사회로부터 분리되고 정치사회에 규범적 영향력을 행사하지 못하는 고립된 담론 공간으로 존재하고 있다.

영문 초록

This study explores the limitation and potentials of local TV debates program as public spheres, by analysing the agendas of debates, characteristics of panels and process of debates. The agendas of debates program of local television are faithful to localism. While the agendas such as local elections, local self-government, education, local developmental policies and environmental pollution are frequently discussed, Labor problems and politically sensitive issues are rarely discussed. The most panels of debates are local politicians, local administrative officers, professors, experts, and representatives of civic organizations. The local public sphere of TV debates program is occupied by local power elites and intellectual elites. The debate program of Local Television is characterized by a round-table talk including some questions of chairman and answers of panels. Despite its potentials of forming public opinions, the influence of debate program of local television as a local public sphere is not strong. The main causes are a weak civil society, a political society of one-party rule, dependence of a local government on the central government and indifference of local broadcasting to public sphere.
