국문 초록

이 논문의 목적은 지역감정을 근거로 강원지역 내 지역 간의 사회적 거리와 결정 요인을 분석하는 것이다. 분석결과를 정리하면 다음과 같다. 첫째 강원지역의 귀속의식은 영서귀속형, 영동귀속형, 반귀속형, 비귀속형의 네 가지 유형으로 구분되었다. 뚜렷한 지역 귀속의식을 가진 집단의 비중은 약 57%이다. 둘째 평창과 정선을 경계로 영서와 영동 간에 지역감정의 분절선이 존재하고 영동귀속형은 지역 내에서 다른 집단에 비해 상당히 분리되어 있었다. 지역 귀속의식은 세 거점도시에서 뚜렷하고, 영서남부에서 가장 약하게 나타난다. 셋째 강원지역에서 지역감정의 삼극 체제가 확인되었다. 응집성이 가장 강한 지역은 영동지역이고, 가장 약한 지역은 영서남부이다. 넷째 외환위기 이후 강원지역의 저성장이 고착화되는 과정 속에서 지역 내에서는 영서남부의 상대적 고성장, 영서북부의 저성장에서 성장세로의 추세 반전, 영동지역의 급속한 저성장으로 지역 간 불균등한 공간적 분화가 나타났는데, 이것이 지역감정의 삼극 체제가 형성되는 사회경제적 토대가 되었다. 다섯째 '열망과 기회의 딜레마'와 '동원과 배제의 딜레마'는 상대적 박탈감을 강화시킴으로써 지역감정을 악화시키고 갈등을 확산시키는 기제로 작동하고 있다. 지리ㆍ문화적 관점이나 정치ㆍ정책적 관점, 도시위계구조의 관점보다는 공간의 정치경제학적 관점이 강원지역의 지역감정이 분극화된 원인을 더 적합하게 설명하고 있다. 또한 지역감정의 지속적 분극화 경향을 억제하기 위해서는 내생적이고 사회통합적인 지역발전의 경로에 대한 모색이 필요하다.

영문 초록

This study attempts to analyze the effects of spatial differentiation on social distance between regions in Gangwon-do, by using data from a sample of 1,088 local residents and KOSIS data. This paper seeks to find if there are identifiable patterns and characteristics in regionalism or local feelings among local residents and analyzes social distance between patterns of regionalism and regions, among regions in Gangwon-do. The results, analyzed by two-step clustering, shows that there do exist clearly identifiable patterns based on emotional attachment to each region, and that there can be categorized four patterns, such as the attachment oriented to Yeongseo and Yeongdong, detachment, and alienation. This analysis, by correspondence analysis and multidimensional analysis of social distance among regions, reveals that the segmentation in regionalism between Yeongseo and Yeongdong, and the polarization among the three central cities. It is the key point founding of this study that the spatial differentiation in Gangwon-do, especially since IMF crisis, has had major negative effects on the division a local feeling into three ones staring fiercely each other. The conflict among three central cities has been accelerated by 'dilemma between desire and opportunity' and 'dilemma between mobilization and exclusion', mechanisms that reinforce a feeling of relative deprivation, especially in Yeongdong. This paper suggest that approach focusing on spatial differentiation is possibly the best way to explain regionalism inside the region than any other ones, and that it is necessary for considering the a creative, new path to regional development instead of dependent, previous one.
