국문 초록

경찰공무원은 안전한 사회생활을 영위하는데 가장 큰 역할을 담당하고 있다. 기존의 범죄 진압적인 업무뿐만 아니라 범죄 예방적인 것까지 그 임무에 포함되기 때문이다. 한편 경찰공무원은 법률 집행이라는 권력(power)기관으로서 국민에게 경찰의 업무 하나하나가 국민과 직결되는 임무를 수행하고 있다. 이러한 주요 임무를 담당하고 있는 경찰은 그 어느 국가 기관보다 더욱 청렴하고 공정하고 정당한 실력행사를 해야 한다. 그러나 최근에 발생한 경찰 부패와 관련된 소식을 보면 더욱 과감한 개혁 내지는 다양한 대책을 마련해야 할 것으로 보인다. 현재 경찰에서는 경찰공무원의 부패 등 비위사실에 대해 다양한 방법으로 책임을 묻고 있다. 그리고 근무와 관련된 각종 평가제도를 중심으로 승진 등에 활용하고 있다. 하지만 경찰공무원의 행위에 대해 책임을 묻는 징계는 사후적인 것이다. 또한 근무와 관련된 평가제도는 승진에만 적용되고 있어 부패와 관련된 비위사실을 사전에 인지하여 교육등을 통한 개선할 수 있는 방법이 없는 실정이다. 개인의 신상에 문제가 있는 경우 이를 해결하고자 부패 등으로 발전할 수 있다. 이러한 행위에 대해 경찰공무원에게 사전적 의미로서 반부패 전략을 일반화 시키는 것은 좋은 대책중의 하나 일 것이다.

영문 초록

The police are taking charge of role in safe civil life. Do duty of crime prevention as well as crime suppression business. On the other hand, the police are power (Power) institution called law execution. Therefore, police's business exercises direct influence on people. The police which is taking charge of these main duty must do is more clean-handed and fair and right force employment than the any state organ. This study presents countermeasure to prevent decomposition that can occur to the police. By prevention countermeasure, introduced drawing that is EI system. These systems are in response to evidence that in most police departments a small percentage of officers are responsible for a disproportionate share of citizen complaints. the three main components of an EI system are: 1. identification of officers with problematic behavior; 2. intervention to correct the problem; and 3. follow-up with those who have received intervention. These systems act on the basis of performance indicators that do not necessarily warrant disciplinary action, but do suggest that the officer may be having problems on the job. The performance indicators that are frequently monitored include: use of force reports; citizen complaints; and involvement in civil litigation. Other indicators that are worthy of monitoring include firearm discharges, resisting arrest incidents, high speed pursuits, and vehicular damage. In general, a broader range of indicators is more likely to identify problem officers at an earlier stage. This system collects data to pinpoint both high performers and low performers and those with problems. There is no established standard for inclusion in an early warning system intervention program. Although this research is the fundamental study of the crime. Therefore, there are various limitations. Direction of the police officers who have substantial research is needed. Through basic research we hope the police are not corrupt.
