국문 초록

이 연구는 CCTV에 대한 인식 및 지역적 환경과 범죄두려움과의 관계를 파악하기 위해서 선행연구에서 제시한 이론들을 기초로 해서 주요변수를 적용하여 영향요인을 파악하는 연구를 수행하고자 하였다. 첫째, CCTV 요인이 범죄두려움에 영향을 미친다는 것과 미치는 정도를 구체적으로 확인하였다. 둘째, 이 연구에서는 범죄두려움에 대한 개념을 일반적 두려움, 구체적 두려움, 범죄 피해가능성 등으로 구분하여 범죄두려움을 설명함으로써 기존의 선행연구에서 측정하는 막연한 범죄두려움 개념을 더욱 구체화 하였다. 셋째, 지역적 환경 및 일상생활이 어떻게 범죄두려움에 영향을 미치는지를 파악하고자 하였다. 넷째, 인구사회학적 특성에 따라 범죄두려움에 차이가 있음을 확인하였다. 본 연구결과를 토대로 CCTV를 활용한 범죄두려움 감소에 대한 정책적 방안을 제안하면 다음과 같다. 첫째, 가시성의 확보 및 CCTV 홍보의 강화이다. 가시성을 확보하기 위해서는 방범용CCTV를 통해 지역이 감시되고 있음을 명백히 시민들에게 공지하는 것이 필요하다. 이를 위해서는 설치된 카메라가 잘 보이도록 노출되어야 한다. 둘째, CCTV 설치장소의 적절성을 고려해야 한다. 즉 범죄두려움을 감소시키기 위해서는 CCTV 설치 시 골목길, 공원 및 놀이터, 학교주변 등과 같은 범죄두려움이 큰 공공장소의 공간을 객관적으로 파악하기 위해서 지방정부 또는 경찰에서 설치 이전에 전문기관을 통한 지역의 방범진단을 통하여 장소의 적절성을 고려해야 할 것이다. 셋째, 지역사회의 사회자본을 확충해야 한다. 사회자본을 축척하는 방안으로 지역민들의 유대와 참여를 활성화 시킬 수 있는 자율방범활동을 활성화해야 한다. 넷째, 지역사회의 환경을 개선해야 한다. 지역의 물리적 무질서를 개선하기 위해서는 지방자치단체는 주민참여형 환경개선사업 등과 같은 주민들이 필요로 하지만 소홀이 하였던 지역의 물리적 환경이나 조건을 개선시키는 일에 지역주민들을 적극 참여 참여하도록 유도하고 구체적인 결과를 함께 경험하도록 함으로써 환경을 개선하며 지역의 공동체의식을 함양할 수 있는 다양한 사업과 제도가 모색되어야 한다. 다섯째, 일상생활의 행동변화가 필요하다.

영문 초록

This study purports to understand affecting factors by applying main variables based on theories presented by preceding research in order to identify the relation between perception of CCTV and local environment and fear of crime. Based on the results of this study, the author presented political measures of reduction in fear of crime by using CCTV as follows. First, visibility should be secured and promotion of CCTV should be intensified. In order to secure visibility, there is a need to make a public announcement to citizens that certain areas are under surveillance via security CCTV. Second, appropriateness of places where CCTV is established should be considered. Based on the regression analysis in this study, appropriateness directly affected general fear, concrete fear, and possibility of damage from crimes. In order to reduce fear of crime, therefore, appropriateness of places for establishment should be considered via local security diagnoses from professional organizations before establishment by local governments or the police for an objective understanding of spaces in public places such as alleys, parks, playgrounds, and in and around schools where there is a higher fear of crime. Third, the social capital of local communities should be expanded. Based on the results of this study, areas with higher perception factors of CCTV and non-official social control had lower fear of crime. Thus, social capital should be expanded in order to enhance non-official control. Fourth, community environments should be improved. According to the results of this study, as the perception of social and physical disorder as a local environmental factor grows, so does the fear of crime. In other words, fear of crime can be lowered if local disorder can be lowered. Fifth, there is a need to change behaviors in daily life. Individual citizens in daily life should not expose themselves to crimes in order to not to be the target of a crime.
