경찰승진제도의 실태분석 및 개선방안

국문 초록

우리나라 경찰승진제도는 경정 이하의 경찰관에게 시험승진 및 심사승진의 기회를 함께 제공하고 있어 시험승진제도를 채택하고 있지 않은 다른 조직에 비해 조직내부에 큰 활력소가 되고 있다. 그러나 경찰승진제도를 운영함에 있어서 다음과 같은 개선이 필요하다. 첫째, 경찰승진의 일반적인 개선방안으로서 전체적으로는 시험승진의 비율을 70%로 높이고, 심사승진의 비율을 30%로 낮출 필요가 있고, 지방에서 근무하는 경찰관과 수도권에서 근무하는 경찰관에게 공정한 승진기회를 부여하여야 한다. 그리고 경위부터는 일종의 관리자가 되는 것이므로 최소한 조직통솔능력을 함양하는 차원에서 승진소요최저근무기간을 연장할 필요가 있고, 경사승진시험 우수자에게 경찰대학 입학기회를 부여하여야 한다. 마지막으로 승진심사위원회의 권한을 강화하여야 한다. 둘째, 근무성적평정의 개선방안으로서 근무성적평정 결과를 공개하고, 근무성적평정을 다원화하여야 한다. 지역사회 경찰활동의 관점에서 근무성적평정요소를 추가하여야 한다. 제3차 평정자는 단지 최종 확인만을 하도록 해야 한다. 또한 1년 2회 근무성적평정을 실시하고, 근무성적평정 대상기간 및 대상자를 확대하여야 하고, 정기승진심사시 체력평가를 실시할 필요가 있다. 셋째, 심사승진의 개선방안으로서 공정성을 확보하고, 심사승진 후보자 추천을 3배수 정도로 줄이고, 최소한 실무과목 만큼은 교육 후 평가점수를 승진시에 반영해야 한다. 가점은 시대의 흐름에 맞도록 개선해야 한다. 경찰업무에 도움이 될 수 있는 각종 자격증을 가점으로 인정해야 한다. 또한 제2차 심사항목 중 지휘관추천점수를 폐지하여야 한다. 넷째, 시험승진의 개선방안으로서 경력점수 및 가점을 인정해야 하고, 근무성적평정의 반영비율을 30%로 늘리고, 교육훈련성적을 10%로 줄이는 것이 바람직하다. 그리고 승진시험과목은 경찰관의 직무를 정확히 분석한 뒤 정하고, 시험문제 및 성적을 공개할 필요가 있으며, <선 시험승진, 후 심사승진>을 실시할 필요가 있다. 다섯째, 특별승진의 개선방안으로서 특별승진은 반드시 꼭 필요한 대상자, 즉 뚜렷한 공적이 있는 대상자에 한해서 실시하도록 하고, 일정점수 이상의 근무성적평정점수를 요건으로 해야 한다. 특히 특별승진심사시 주민이 참여할 수 있는 제도를 만들어야 한다. 여섯째, 근속승진의 개선방안으로서 경위로의 근속승진은 신중하게 운용해야 하고, 근속승진시 성실하게 근무한 경찰관에 한하여 근속승진토록 해야 한다. 또한 젊은 하위계급자들의 경우 가능한 한 시험 및 심사승진을 하도록 유도해야 할 것이다.

영문 초록

In managing Korean police promotion system, we must improve many elements in the future. First, we must heighten the proportion of written examination promotion and lower the proportion of screening promotion. And the fair opportunity for promotion must be presented to both regional officers and capital officers. Minimum career period for promotion must be extended related to middle managers. Excellent officers at promotion exam for sergeant must be offered the entrance opportunity for Korean National Police College. Promotion Screening committee's authority must be enlarged. Second, related to police performance appraisal, we must open to the public the result of appraisal and multiply the elements of performance appraisal. We supplement the element related to community policing. The third appraiser must confirm the mistakes and must be excluded in appraisal of candidates. And performance appraisal must be enforced twice a year, and career period and target officer for appraisal must be enlarged, and physical ability must be appraised. Third, related to screening promotion, we must guarantee the impartiality, and lower the number of target candidates for screening promotion to three times. And we must add the result of written exam during education training, and additional point must be reformed up to date. Fourth, related to written exam promotion, we must add career point and additional point, enlarge the proportion of performance appraisal to 30%, and lower the proportion of education training to 10%. And we must select the exam subjects after we analyze police work accurately. We must open the exam questions and exam result, and screening promotion must be executed after written exam. Fifth, related to special promotion, special promotion must be executed exceptionally. Also we must consider performance appraisal in special promotion. In addition, citizens can participate in screening the special promotion candidates. Sixth, related to long-service promotion, we must operate long-service promotion carefully in middle manager.
