국문 초록

정보는 국가안보상의 이익을 도모하고 실제적 혹은 잠재적 적대자들로부터 초래되는 위협요인들을 처리하기 위한 정부의 정책형성 및 정책실행과 관련된 자료의 수집과 분석으로 정의될 수 있다. 지난 9.11테러사건 이후 세계 각국의 정보기관들은 변화와 개혁을 모색하고 있다. 이러한 상황은 한국의 각급 정보기관들의 개혁방향에 영향을 미치고 있다. "정보는 국력이다"는 문구는 정보기관의 중요성을 상기시켜 주고 있다. 남북분단 상황에서 국가안보는 여전히 한국의 정보기관의 중요한 활동목표이기도 하다. 뿐만 아니라 국제화, 개방화시대에 즈음하여, 정보활동의 영역도 점점 다양해지고 있다. 따라서 정보기관의 전문성과 역량강화가 더욱 요구되고 있다. 최근 전직 정보기관 수장들은 과거의 잘못된 직무수행관행으로 법적 심판을 받고 있는 가운데, 정보기관의 위상이 실추되었다. 이와 관련 정보기관 개혁에 대해서 구체적인 방안들이 논의되고 있다. 이에 필자는 한국의 국가정보원, 경찰청의 정보부서에 대한 조직의 연혁, 직무영역 그리고 책임자 전문성, 정치적 중립성 문제를 분석하게 되었다. 또한 선진국, 특히 독일의 각급 정보보안기관들과 한국의 정보기관의 직무영역과 위상 등에 관한 심층 비교분석을 통하여 시사점을 도출하였다. 특히 독일사례는 한국과 유사한 점이 많이 있음을 확인하였다. 한국의 정보기관들 개혁방향에는 정치적 중립, 직무전문성, 역량강화, 적법한 정보활동 보장 그리고 의회를 비롯한 효율적 외부통제에 초점이 맞춰져야 한다. 이를 위해서 몇 가지 구체적인 대안들을 제시하였다. 정치적 중립성보장을 위한 제도, 임기제, 국내부서와 해외부서의 분리, 정보기능과 수사기능의 분리, 요원들의 전문성 향상, 직무활동 근거법령의 정비, 다양한 외부통제 가능성 확보, 신호?영상정보 획득을 위한 재원투자 등이 요구된다. 이 연구를 계기로 한국의 정보기관 개혁에 대하여 좀 더 구체적으로 논의되어야 한다.

영문 초록

Intelligence can be defined as "the collection and analysis of intelligence information relevant to a government's formulation and implementation of policy to further its national security interests and to deal with threats from actual or potential adversaries." After 9.11, most of the intelligence agencies in the world try to improve and reform their systems for the purpose of effective coping with various dangerous situations. These current tendencies influence on the Korean intelligence agencies, too. There is an expression as follow in Korea: "Intelligence is National Power." This reminds us of the importance of intelligence agencies and their roles. Because of the rivalry confrontation between North and South Korea, the homeland security is always important issue of intelligence agencies in Korea. Through the globalization, the intelligence function and its role in a open democratic society become more important and expanded. So more specialized skills and techniques in gathering and analysing information are very needed. Recently in Korea, various programs and opinions are proposed for the desirable reformation of intelligence agencies. For this purpose, here Korean National Intelligence Service(NIS) and Police organization which deals with intelligence are analysed in depth. Especially, the history of intelligence organization, duty and specialization of intelligence officers', and political neutrality issue of the executive are dealt with. Historically, Korean criminal justice and police system were much influenced by continental system, especially, German style. So the various intelligence agencies in Germany are comparatively studied. The experience of Germany and its intelligence agency system are very suggestive Korean. For the purpose of the desirable reformation of Korean intelligence agencies, there should be focused on the political neutrality issue, specialization of intelligence officers', guarantee of officers' legitimate activity and powers on gathering information, and external control by parliament, and so on. In this paper, various ideas and programs are suggested by author.
