장수시대 노인문제에 대한 사회적 대응과 생존전략

국문 초록

인간의 수명이 놀라운 속도로 길어지면서 이에 따른 폭발적인 노인 인구의 증가는 인류사회전반에 걸쳐서 기존의 제도적 장치로는 미래의 노인 문제의 해결이 극히 어려워질 것임을 예고하고 있다. 오늘날의 선진 산업 사회의 경우를 보면 60세 이상의 인구가 20%의 수준에 달하고 있고 이것이 30년을 지나면 전 인구의 3분의 1정도의 수준에 도달할 것으로 전문가들은 예측하고 있다. 바로 이같은 노인 인구 비율의 급속한 성장은 선진 산업 사회의 경우 현재 노인 문제의 해결을 위해 견지하고 있는 연금 제도나 기타 노인 복지 제도의 효율성이 길어야 앞으로 한 세대를 지탱하기 힘들 것으로 학자들은 보고 있다. 고령 인구는 급속도의 성장을 보이고 또한 이들의 노년기 기간이 엄청나게 길어지고 있음에 반해 이들의 부양책임을 떠맡아야 할 노동 인구는 상대적으로 감소할 것이기 때문이다. 우리 나라의 경우만 해도 현재의 노인 인구의 비율이나 국민연금제도가 실시된 지 얼마 안되는 점등을 고려하면 선진국들에 비해 노인 소득 보장 제도의 위기가 좀 더 늦게 나타나겠지만 현재 장수자들이 빠른 속도로 늘어나고 있음을 감안하면 지금의 연금 제도를 얼마나 오랫동안 지켜나갈 수 있을 지 의문이다. 바로 여기에서 노인 인구를 생산 인구에 재통합하는 사회적 대응과 국가 정책 수립의 필요성이 점차 극대화되고 있음을 알 수 있고, 또한 이러한 대응과 작업에 선행해서 노인 세대에 대한 사회적 인식과 발상의 대전환이 요구됨은 말할 필요가 없다. 한편 인류의 생존 자체를 위한 고령 인구의 생산 구조에의 재편입이라는 과제의 완수는 필연적인 것으로 간주되나 이러한 사회적 차원의 대응에는 지체가 불가피함을 인식하면서 미래의 노인들은 먼저 가족이나 정부의 노인 복지 대책에 의존하려는 태도를 버리고 개인적인 차원에서의 생존 전략의 수립과 생산 능력의 배양을 통해 장수 시대에 적응하려는 노력을 해야 할 것이다.

영문 초록

Human being's life expectancy is getting increased at a rapid rate nowadays in many industrialized societies. In the United States of America for instance only about 4 percent of the population was over age sixty-five at the turn of the 20th century but, today, that percentage has climbed to 13 percent. In the case of Korea too, recently a similar phenomenon has been witnessed. Koreans' life expectancy was approximately only 35 years at the beginning of the 20th century. Today, that has reached almost to the age of seventy-five. Furthermore, among the elderly who are older than 65 the number of those who are over 75 years old is increasing at a faster rate than those who are younger than them. Our country has already been moving into an aging society where more and more people live a long life at the present day. With the beginning of the new longevity age here we are facing a problem of how can we support the ever long living elderly in the coming years. This is a serious problem simply because we would not be able to support the longer living elderly in the future with the present pension system. In many advanced industrial societies their retirement system already is in trouble. In the United States, for an example, Social Security System already is in serious trouble. Many experts in America predict that by 2030, under current rules, the Social Security System will be bankrupt. Some estimates place the date as early as 2012. Many other countries such as Italy, Japan, Canada, England, France and Germany face similar predicaments. In Russia, where simply bad planning bankrupted an entire country, has already voided the promise of lifelong support from the state. In the case of our country, considering the fact that the proportion of the aged among the whole population is still low and the national pension system has just started the crisis of the pension system will come rather later than many other industrialized countries. Even so, however, this is a matter of time. We simply do not know how long the present pension system will hold in the future. For those reasons as mentioned above we should prepare for the age of new longevity not only in terms of new social welfare system but in terms of individual planning aspect. Otherwise we Koreans will be in a serious trouble in relation to the aging problem in the coming 30 or 40 years.
