노인복지 서비스 제공을 위한 지역사회 기존시설의 공간 활용 모색

국문 초록

본 연구는 노인들에게 필요한 복지서비스를 제공할 수 있도록 지역사회 내 기존 시설자원의 활용가능성 모색과 아울러 이에 대한 개발모형을 제시하고자 하였다. 본 연구는 시간적ㆍ공간적 제약성을 고려하여 저소득층이 밀집하여 있고 상대적으로 노인복지의 수요가 많은 서울특별시 노원구 월계 2동을 조사지역으로 선정하여 관련 분석을 하였다. 본 연구의 주요 내용은 다음과 같다. 첫째, 지역사회복지 측면에서 기존 시설활용의 의의와 이론적 배경을 살펴보았다. 둘째, 기존 시설자원의 선정에 있어서 복지서비스의 제공 및 개발 가능성, 시설에 대한 접근성과 활용 가능성 등을 고려하여 경로당, 사회복지시설, 초등학교, 동사무소 등 총 31개소를 선정하여 Arcview GIS 3.0을 이용한 분포 분석 및 공간사용 현황, 적절한 입지와 지원망 형성의 가능성을 분석하였다. 셋째, 시설현황 분석의 결과 및 제언으로 기존 시설을 활용하기 위한 4가지 개발모형의 제시와 지역 사회 내에서의 복지 지원망에 대한 형성 방안, 그리고 기존시설의 공간 활용을 위한 방안을 제시하고 있다.

영문 초록

The purpose of the study is to examine the possibility of space utilization of existing facilities as available resources in the community in order to provide the necessary welfare services to the aged and to present a developmental model. There are too many existing facilities in community. But it is very difficult to examine all facilities as a welfare facilities. Special regard is paid to the fact that public facilities are not difficult to examine as a welfare facilities. Therefore, thirty-one public facilities such as centers for the elderly, social welfare related facilities, elementary schools, and regional offices were selected. a research location is WolGye 2-Dong, Nowon-Gu, Seoul, where is known for its crowded low-income areas and lack of welfare services for many elders. The local distribution of each facility is analyzed utilizing Arcview GIS 3.0, which generally used in geography information analysis. With spacial organization of public facilities and the utility factors of using, four type models for the existing facilities are suggested. Terminal organization offices in community is very important public facility, because of available location and possibility of providing welfare services or developing for welfare services and accessibility. And also it has been serving as a residents self-administration center. For this reasons, welfare support network in the community is suggested, which is connected with meeting homes for the aged and elementary schools.
