독일 통일과 동독 이탈자를 통해 본 자유와 평등의 문제

국문 초록

동유럽의 체제전환은 동독인과 동유럽인에게 사회주의에 이어 자유민주주의 및 자본주의적 시장경제를 경험할 수 있는 기회를 의미했다. 그런데 두 이념과 체제의 차이는 다른 동구권 국가 국민들보다 서독의 흡수 통일을 선택한 동독인이 훨씬 더 선명하게 경험했는데, 그들은 서독이라는 이미 주어진 구조적 불평등 속에서 자유주의 세계에서의 험난한 여정을 시작했기 때문이었다. 동독인은 통일과정에서 헤게모니를 장악한 서독의 존재로 말미암아 자유의 전제이자 대가인 불평등을 좀 더 신랄하고 강렬하게 경험해야 했다. 다른 동유럽 사회가 어느 정도 시간이 경과된 후에 비로소 인식하게 될 실망과 불만을 동독은 처음부터 겪어야 했던 것이다. 통일 이전에 동독을 떠난 이탈자는 이러한 체험을 좀 더 일찍 한 경우였다. 동독에서 통일 이후의 서독이 불평등과 불만의 원인이자 대상이었다면, 통일 이전의 서독은 동독 체제의 비효율성과 부정적인 측면을 선명하게 부각시켜주는 이상적인 대안이었다. 그로 인해 서독은 지속적으로 동독인을 끌어당기는 강력한 자석이었고, 무려 360만 명에 이르는 동독인이 통일 이전에 서독의 흡인력에 이끌려 동독 땅을 떠났다. 그러나 그들의 정착 과정 역시 실망과 절망으로 점철되었다. 동독인은 평등과 자유를 모두 경험한 이념사적으로 매우 소중한 경험적 자료이자 정보이다. 그들은 자유와 평등의 긴장관계는 물론 양자의 한계를 생생하게 보여주는 살아있는 증거이다. 통일 후 20년을 훌쩍 넘겨버린 오늘날에도 그토록 갈구했던 자유민주주의 체제에 여전히 통합되지 못한 채 부유하는 동독인의 모습에서 우리는 이 체제의 냉혹함과 배타성을 확인할 수 있다. 이 글의 목적은 1) 오늘날 동독인이 여전히 자본주의 및 자유민주주의 체제와 일정한 거리를 두고 있음을 보여주고, 2) 단순히 막연한 기대만으로 이 체제를 선택한 그들이 통합에 어려움을 겪고 있는 모습을 통해 체제에 내재하는 불평등과 배타성을 드러내 보이는데 있다. 이를 위해 통일 이전 동독을 떠난 사람들(이하 동독 이탈자)과 통일 이후의 동독인을 중심으로 그들의 경험과 인식을 자유와 평등의 문제에서 해석하고 평가해보고자 한다.

영문 초록

For the East German and East European People the transformation of Eastern Europe meant an opportunity to experience western democracy and capitalist market economy after socialism and dictatorship. However, the differences between the two ideologies and systems were experienced much more clearly by the East German People who were absorbed to West Germany through the reunification, than the people of the other Eastern Bloc countries. They had to begin the long and difficult journey in the liberalism under an structural inequalities, West Germany. Because of the presence of West Germany secured hegemony in the process of the unification they experienced the inequality as the premise and prices of the freedom more intensely. Therefore, East Germany must have had the disappointment and dissatisfaction from the beginning that other Eastern European societies would be aware of only after some time. The deserters who left East Germany before reunification had an experience of these sooner. In GDR, FRG after reunification is the cuase of the inequality and the target of complaints, while FRG before reunication was regarded as an ideal alternative to the inefficient and negative socialist system in east side of Germany. As a result, the West Germany attracted the East German people like a strong magnet leading a whopping 3.6 million people to West Germany before reunification. But the process their settlement in FRG also was accompanied with disappointment and despair. The people of GDR experienced both ot freedom an equality can be considered as an very important empirical data information in the history of thought. They show not only the tension between freedom and equality, but also the limits of both values. We find the brutality and aggression of liberalism and capitalism in the case of them who could still not integrated 20 years after reunification. The purpose of this article is 1) to show that they keep still distance from that systems, and also to show the inequality and exclusion that are inherent in the system with them, the people of GDR, who choose wrong with a vague expectation and, as a result, are confronting difficulties in integration today. This article looks forward to contribute to the debate on the problem of freedom and equality.
