교육복지 재정의 정책 논리와 규모 추정

국문 초록

본 연구는 교육복지 재정의 관점에서 정책 논리를 살펴보고 재정 규모를 추정하여서 다음과 같은 답을 얻고자 하였다. 첫째, 교육복지란 무엇인가? 교육은 시대와 상황에 따라 달라진다는 것이 답이며 여러 가지 정책들의 최선의 조합으로 이해되어야 하고, 따라서 교육복지에 대한 대표적 접근인 보편주의와 잔여주의는 상황에 따라 조합 적용되어야 할 것이다. 둘째, 교육복지라는 명목으로 돈을 얼마나 쓰고 있는가? 그런데 교육복지에 대한 개념과 사회적 합의가 정립되지 않았기 때문에 재정추정이 현재로서는 가장 중요한 과제로 인식되었다. 이 연구에서는 대표적인 교육복지 재정인 유아교육비, 특수교육 재정, 중등교육 장학금 및 학비 감면액, 방과후 지원액, 다문화가정 등 기타 교육복지 지원액 등을 대상으로 추정해 보았다. 아울러서 최근 정치적 이슈가 되고 있는 반값등록금과 무상급식, 고교무상교육 등을 유령교육복지 재정으로 명명하고 이를 추정하였다. 추정한 결과, 보편주의 교육복지는 역설적으로 교육복지가 아닐 수도 있게 한다는 점, 경제사회적 소외 계층에 대한 지원이 위축된다는 점, 교육복지의 새로운 수요 증가로 인해 재정 압박이 심화될 수 있다는 점 등을 확인하였다. 셋째, 교육복지를 어떻게 실천해야 하는가? 교육복지의 실현은 그것을 가능케 하는 사회적 합의와 연대 그리고 재정부담 능력에 따른 수준과 범위의 문제로 보아야 한다. 이는 곧 첫째의 교육복지 개념과 둘째의 교육복지 재정에 대한 종합적인 이해와 분석을 바탕으로 접근할 때 실천 가능함을 의미한다. 보편주의이건 잔여주의이건 교육복지의 대상을 선별적으로 접근함에는 차이가 없다. 즉 교육복지의 실현을 가능케 하는 수준과 범위의 문제이지 상호배타적인 관계로 보긴 어렵다. 결국 보편주의나 잔여주의에 얽매이기보다는 한국적 교육복지의 개념을 정립하고 국가의 조세부담, 재정부담 능력을 감안해서 교육적 우선 순위에 따른 적용 및 계속적이고 단계적인 접근이 필요할 것으로 본다.

영문 초록

This study is intended to survey logics of policies in terms of education welfare finance and estimate amount of education finance and consequently to get following answers. First, what is education welfare? Education is varying depending on time and situations. Therefore, representative approaching methods for education welfare, universalism and residualism will be combined depending on situation. Second, how much money is spent on name of education welfare? This study estimated children's education fee, special education finance, scholarship for middle and high schools, reduction of tuition fee, supports after school and multi cultural family and other education welfare supporting fee which are representative education welfare finances. In addition, this study named half university tuition fee, free meals and free education for high school ghost education welfare finance and estimated them. As a result of estimation, this study confirmed that paradoxically universal education welfare may not be education welfare and supports for economic and social neglected class of people may be shrinking, and financial pressure may be deepened due to increasing new demands for education welfare. Third, how can we practice education welfare? Education welfare can be realized when we approach it based on general understanding and analysis for the concept of education welfare and its finance. Whether or not it is universalism or residualism, there is no difference to approach it selectively. In other words, it is matter of level and scope which makes it possible to realize education welfare and it's not likely to be mutually exclusive relations. Eventually, we need to set up a concept of Korean education welfare and apply them based on priority of education considering national tax and capability of finance and approach it based on continuous and step-by-step methods.
