지체장애인의 사회인구학적 특성 및 교육ㆍ복지 욕구 분석

국문 초록

이 연구는 지체장애인의 사회인구학적 특성 및 교육ㆍ복지 욕구의 변화추이를 파악하고 이를 토대로 지체장애인의 교육ㆍ복지 증진 방안을 모색하는 데 목적이 있다. 이를 위해 보건복지부와 한국보건사회연구원이 지난 1990년부터 2011년까지 총 6차례에 걸쳐 발간한 장애인실태조사 중 지체장애인의 장애관련 특성, 사회적 특성 및 교육ㆍ복지 욕구에 대한 통계 자료를 정리하고 분석하여 그 특징을 파악하였다. 자료 분석을 통해 얻어진 특성은 첫째, 지체장애인은 연령이 증가하면서 출현율이 높아지고, 특히 사회활동이 많은 40대 이후 발생 비율이 지속적으로 높아지고 있다. 또한 등록 장애인 중 중증장애인의 비중은 줄고 경증장애인의 비중은 계속해서 증가하는 추세이며, 장애등록 후 국가나 사회로부터 받은 혜택의 정도에 대해서는 매우 부정적이었다. 둘째, 지체장애인은 본인의 건강상태에 대해서 이전과 최근의 조사 모두에서 절반 이상이 스스로의 건강이 좋지 않다고 생각하는 것으로 나타났다. 한편 집밖 활동 시 불편한 정도와 일상생활에서 필요한 도움의 정도가 과거에 비해 계속해서 감소하는 추세이며, 현재 삶에 대한 만족 정도는 과거에 비해 상당히 높아진 것으로 나타났다. 셋째, 지체장애인의 전반적인 교육수준은 매우 낮은 편이고, 학교생활에서 편의시설 부족, 친구나 선생님의 이해 부족으로 어려움을 겪고 있는 것으로 나타났다. 향후 보육ㆍ교육 시 재활치료 및 의료비용 경감과 고등교육 지원 강화에 대한 필요도가 높게 나타났으며, 사회나 국가에 대한 요구사항으로는 소득보장과 의료보장 등을 꼽았다. 이상의 연구 결과를 토대로 지체장애인의 교육 및 복지 방안에 대하여 논의하였다.

영문 초록

The aim of this research is to search education and welfare enhancement measures for physically disabled persons based on grasping trends of sociodemographic characteristics and sesire analysis of physically disabled persons. For this, we understood the characteristics by arranging statistical materials on disability related characteristics, social features and desires on education and welfare that was among the reality investigation of crippled people published 6 times from 1990 to 2011, by the Ministry of Health & Welfare and Korea Institute for Health & Affairs. The characteristics obtained from data analysis shows that, firstly, physical disabilities mostly originate from acquired causes such as illness and accidents and made a significant variation form other types of disability since the disability was obtained due to accidents. Also there is inclination that severely handicapped person is of less importance and minor case disabled people is increasing among registered disabled people. They were extremely negative about benefits given too them by Nation and Society after the registration. Secondly, degree of inconvenience when outside and degree of demand for help in ordinary life tended to decline and satisfaction rate of present life significantly improved when compared with the past. Thirdly, overall education status of physically disabled persons was very low and they suffered difficulty due to lack of understanding by friends and teachers and lack of amenities. Henceforth, demands for cutting down rehabilitation treatment and medical costs and demands for higher education support enhancement were shown to be high. Their requirements for society and nation included income guarantee, medical guarantee. Based on the above study results, we discussed education and welfare measures for physically disabled persons.
