The reason why Korean fashion jewelry companies invested in Qing dao of China was due to its low labor costs. However, the labor costs of People's Republic of China is no longer inexpensive. As far as the labor efficiency is concerned, the labor costs of China in the second half year of 2012 was 4,000RMB on average (including price for board and lodging), which is approximately 720,000 won in Korean currency and 30~50% of the labor costs in Korea. Therefore, on the basis of these statistics, the labor productivity of Korea is two to three times more than that of China. The primary reason why Korean fashion jewelry companies in Qing dao of China came to Korea, also known as "U-Turn", is very simple. It's because there is a higher chance for "U-turn corporations" to succeed because the advantages that Korea have, such as high labor productivity and buyer's preference toward Korean products, outweigh the low labor costs in China. In order for "U-turn corporations" to settle down successfully, it is necessary to create optimal environments to promote investment as follows. First of all, for certain and fast settlement of the jewelry companies to occur, it is more effective to discover companies with high technical skills and competitiveness and primarily focus on supporting them than to distribute the financial support throughout many companies. Thus, the companies that received the focused support will be able to serve as 'a role model of growth'. Secondly, the flow of market price needs to be analyzed so that production and distribution can be planned ahead of time. By doing so, the price competitiveness can be enhanced in the market. Thirdly, the surfacing treatment technology needs to be firmly established through inviting and hiring the technicians from Thailand or China where its technology is more advanced than its Korean technology. Last of all, one needs to substitute traditional methods of design education used in current universities for Meister type of practical design education which should take place in more commercial ranges that will entice the consumer's purchasing power in the market.
