국문 초록

본 연구는 인재교육체제 탐구를 위한 기초연구의 일환으로 초ㆍ중등 교사들의 교육과정 운영 실태에 관한 인식을 조사ㆍ분석하는데 목적이 있다. 본 연구를 위해 교육과정 운영 실태 인식 분석틀을 토대로 교육과정에 대한 인식분석내용, 파행 운영 분석준거로 구분하여 설문을 개발하고, 설문조사 후, 결과를 분석하였다. 설문조사는 대구경북지역 초ㆍ중등학교 총 42개교 419명의 교사를 대상으로 하였다. 설문조사 분석은 SPSS 18.0을 이용하여 빈도분석, 다중응답분석, 교차분석을 실시하였다. 빈도분석 결과, 응답자의 약 86%가 교육과정의 내용과 운영에 문제가 있다고 응답하였으며, 약 74%가 교육과정목표에 따라 담당교과를 운영하고 있다고 응답하였다. 교육과정 운영의 참여도에 대해서는 약 72%가 교육과정을 따르면서도 부분적으로 변형 운영하고 있는 것으로 인식했다. 교차분석 결과, 초ㆍ중ㆍ고 모두 교육과정을 따르면서 변형 운영하는 경우가 가장 많았으며, 특성화고가 일반계고, 특수목적고, 자율고에 비해 교육과정을 충실히 운영하는 것으로 나타났다. 전반적으로 초등학교와 중학교에 비해 고등학교에서 제도적 차원과 개별적 차원에서 교육과정이 파행 운영되고 있음을 확인할 수 있었다. 그리고 초ㆍ중ㆍ고 교사 모두 교육과정 파행의 주체를 국가(교육부, 교육청)로 보고 있었다. 교육과정 정상 운영을 교사의 일반적 규범으로 만들기 위해 수능위주의 선발과 학업성취도평가 등 외부평가의 영향력 축소, 교사의 교육과정 자율성 허용, 교사별 평가제 도입 등의 제도적 장치를 정책적 차원에서 마련하는 것이 요청된다. 人材교육체제는 여기서 담보된다.

영문 초록

This study is aimed to survey on the recognition on the curriculum management realities in primary and secondary schools as a basic research for the exploration of the educational system cultivating the intelligent persons. For this study, we developed and analyzed questionnaires based on an analytic framework. This survey targeted 419 teachers of 42 primary and secondary schools in Daegu City and Gyeongbuk Province. The analysis of questionnaires was accomplished by the frequency analysis, multiple response analysis, and cross analysis with SPSS 18.0. In the results of frequency analysis, about 86% of them answered that there are some problems in the contents and management of curriculum, and about 74% of them answered that they are managing according to the goal. Also about 72% of them are partially transforming and managing curriculum with a slight revision. In the results of cross analysis, it showed that all of primary and secondary schools are partially transforming and managing curriculum with a slight revision. Also it has found that many primary and secondary schools have been progressing the limping management of curriculum institutionally. All of primary and secondary school teachers recognized a nation as the subject of curriculum limping. In order to make normalized curriculum, institutional unit of policy dimension for the intelligent persons educational system needs to be implemented.
