국문 초록

본 논문에서는 우리나라의 교육개발협력 추진방식의 문제점을 상세히 살펴보기 위하여 베트남에 대한 3개국(독일, 일본, 한국)의 교육개발협력정책을 비교 분석하였다. 연구대상으로 베트남을 선정한 이유는 그동안 우리나라가 교육 ODA를 가장 많이 지원한 국가이기 때문이다. 분석 결과, 3개국 모두 베트남의 사회경제개발전략의 실현을 지원하기 위해 '숙련 인력 양성'을 우선 지원하고 있는 공통점이 있었으나, 국가 차원의 개발협력 경험과 정책 방향에 따라 세부 전략면에서 차이가 있었다. 독일과 일본은 협력전략에 있어서는 차이가 있지만 양국 모두 오래전부터 국가 차원의 개발협력의 틀에 근거하여 베트남과의 교육개발협력을 추진해옴에 따라 베트남의 개발수요와 자국의 강점을 모두 고려하여 체계적으로 인력양성을 지원하고 있었다. 반면에 한국의 경우 그동안 정상회담과 같은 외교행사 등에 의해 베트남 교육개발협력이 산발적으로 추진되어 왔고, 아울러 직업훈련원 건립 위주의 단기 프로젝트가 주로 추진되는 문제가 있었다. 이러한 차이들은 우리나라가 아직은 OECD/DAC 회원국으로서 걸음마를 내딛고 있음을 여실히 보여주며, 따라서 선진공여국의 벤치마킹을 통해 교육개발협력의 수준을 높일 필요가 있음을 시사한다.

영문 초록

This study aims to conduct a comparative analysis of educational development and cooperation strategies in Vietnam, focusing on those of Germany, Japan, and Korea. Vietnam was chosen for a study since it has received the largest education ODA out of all that Korea has provided to developing countries over the past several decades. The results of study show that the three nations have supported the training of 'skilled labor force of Vietnam' with some differences in experiences and strategies of educational development and cooperation. Germany and Japan have fostered workforce coherently, based on the frameworks and strategies of educational development and cooperation which reflected Vietnam's needs and their own strengths. On the contrary, Korea has occasionally provided education ODA to Vietnam, followed by diplomatic events such as summit meetings. As the Korean educational development and cooperation to Vietnam has focused on short-term projects such as the construction of vocational training institutes, the effects of these development programs have been limited. The differences between Korea and Germany and Japan indicate that Korea is still at the early stage as a member of OECD/DAC. These results suggest that Korea should improve educational development and cooperation strategies through benchmarking advanced OECD/DAC member countries.
