호주와 미국의 역사 교육과정에 나타난 핵심역량 분석

국문 초록

급변하는 21세기 사회에 성공적으로 대처하기 위해 핵심역량을 중심으로 교육과정을 개혁하려는 움직임이 국내외에서 뚜렷이 나타나고 있다. 그러나 지속적인 정책 연구와 그 산출물에도 불구하고, 핵심역량을 중심으로 한 특정 교과의 교육과정이 어떤 양상을 보이는지는 아직 분명하지 않다. 본고에서는 역사 과목을 중심으로 핵심역량 적용 방안에 대한 시사점을 얻고자, 호주와 미국의 핵심역량과 역사 교육과정을 분석하였다. 호주의 경우 교육과정상 핵심역량은 일반 능력(general capabilities)이라는 용어로 나타나며, 미국의 경우는 21세기 기능이라는 용어가 가장 보편적으로 사용되고 있다. 호주는 또한 교육과정상 범교과적인 일반 능력을 표명하는 반면, 미국은 호주에 비해 교과 특정적인 기능/역량을 표준에서 구현해내고 있었다. 그러나 핵심역량이 궁극적으로는 역사의 교수ㆍ학습을 통해 구현된다는 점에서는 공통점을 보였다. 서로 다른 역사와 문화 속에서 자리 잡은 양국의 핵심역량과 역사 교육과정의 관계를 비교ㆍ분석한 결과에 기초하여, 우리의 역사 교육과정에 제시하는 시사점을 도출하였다.

영문 초록

The 21st century demands a new set of curriculum that will prepare next generation for a fast-paced, ever changing society. What students need is not an isolated pieces of knowledge and skills, but competencies that will help them succeed in the 21st century. Such a curricular trend is not limited to Korea, but can easily be found in many other countries around the world. However, it is still not clear what competencies mean with much less known about how to build a curriculum around them. With a purpose to learn from other nations' experiences, this study analyzes key competencies demonstrated in Australian and the US history standards. In Australia, key competencies are called general capabilities; while in the US, they are often termed as 21st century skills. The difference between the two countries are not limited to the terms. Australian general capabilities are presented as more generic and cross-curricular while the US 21st skills are more discipline-specific. The study discusses the implications for the Korean history curriculum reforms based on the analysis results of the standards in the two countries.
