국문 초록

세계 각국이 외국인 유학생 교육 사업을 국제교육경쟁력을 제고하는 수단으로 보고 있는 가운데, 중국은 외국인 유학생의 유치ㆍ관리를 위해 여러 정책을 제시하였지만 부족한 면이 있다. 따라서 중국과 한국의 외국인 유학생 유치ㆍ관리 정책을 문제점, 공통점, 차이점 측면에서 비교분석하여 중국에 줄 수 있는 시사점을 도출하는 데 본 연구의 목적이 있다. 본 연구는 중국과 한국의 외국인 유학생 유치ㆍ관리 정책 자료들을 선정하여 입학 전, 재학 중, 졸업 후 세 단계로 나눠서 비교분석 하였다. 결론적으로 중국의 외국인 유학생 유치ㆍ관리 정책에 주는 시사점은 다음과 같다. 첫째, 외국인 유학생 교육사업의 실제 상황을 정확히 파악하여 시대에 맞는 정책을 제시해야 한다. 둘째, 중국은 대학홍보를 위한 국가차원의 정책을 마련해야 한다. 셋째, 전체 외국인 유학생에게 교육ㆍ생활 서비스를 제공할 수 있도록 노력할 필요가 있다. 넷째, 외국인 유학생 교육의 질 관리를 전면적으로 시행해야 한다. 다섯째, 외국인 유학생 유치ㆍ관리의 감독 체제를 마련해야 하며 기준을 통일해야 한다.

영문 초록

The purpose of this research is to compare and analyze the expanding and managing policies to foreign students in China and Korea so as to draw suggestions of improving Chinese policies. This research selects current 8 Chinese and 7 Korean foreign student policies, and divides the education of foreign students into three stages, i.e. pre-enrollment, mid-study and post-graduation, to carry out the comparative analysis. Based on the reference of Korean policies of expanding and managing foreign students, this research draws following suggestions to Chinese policies. 1. Grasping the actual situations of education for foreign students, Chinese government should update the policies of expanding and managing foreign students at an appropriate moment. 2. Chinese government should attach importance to the publicity of Chinese universities. 3. The objects of policy does not limit to a part of foreign students, and the objects of policy should strive to face whole foreign students. 4. The quality management of education for foreign students should be implemented in an all-round way. 5. The supervision system and standards of policies for expanding and managing foreign students must be formulated.
