경찰 유치근무자의 피로심리 수준에 관한 연구

국문 초록

경찰공무원은 안정적인 여건 하에서 어느 정도 예측 가능한 업무를 수행하고 있는 것이 아니라, 언제 발생할지 모르는 위험하고 돌발적인 상황에 항상 신속하게 대처해야 하는 업무의 특성상 늘 긴장상태에 놓여있다. 이러한 경찰업무의 특수성이 특히나 극대화되는 장소가 경찰서 유치장이라고 할 수 있다. 이러한 측면에서 우리가 간과하고 있는 점은 유치장의 관리와 운영에 대한 어려움은 유치업무를 담당하고 있는 경찰, 특히 유치관리인들 에게도 똑같은 부담으로 작용될 수 있다. 따라서 이 연구는 유치업무에 투입된 경찰관과 그 외의 업무에 종사하고 있는 경찰관을 대상으로 유치관리인의 피로수준 조사 결과를 토대로 유치업무를 담당하는 경찰관과 여타의 비유치 업무 수행 경찰관과의 피로수준에 대한 차이점을 분석하고 이에 대한 정책적 대안을 제시하고자 하였다. 연구결과 일반적 피로, 상황적 피로, 피로의 결과와 유치장 업무는 통계적으로 유의미한 결과가 나타나지 않았다. 그러나 근무조건과 일반적인 피로는 정적(+)관계로 근무조건이 교대일 경우 일반적인 피로가 높아지는 것으로 나타났으며 근무조건에 따른 피로 결과에 대한 차이를 분석한 결과 교대 근무자와 비 교대근무자간에 통계적으로 유의미한 차이를 보여주었다. 이를 토대로 제언하면 경찰서의 각 업무부서의 난이도, 위험도 등을 고려한 피로수준을 파악하여 업무별 피로관리 모형을 정립하는 것이 바람직하며 이러한 피로관리 모형에 입각한 체계적인 피로관리 프로그램을 운영하기 위해서는 이를 담당할 수 있는 조직과 예산을 확보하는 것이 필요할 것이다.

영문 초록

Police officers are always tense while on duty because they are not conducting somewhat predictable duties in a stable condition but need to quickly respond to dangerous and abrupt incidents that may take place at any time. In particular, the characteristics of such duties of the police are highlighted at a detention house of the police station. In this context, what we often neglect is that the difficulties in the management and operation of a detention house can be applied no less to police officers in charge of detention, especially to detention managers. At such a juncture, this research aimed to investigate into the fatigue level of detention managers including police officers in charge of detention or other duties, with a view to analyzing the differences in their fatigue level and suggesting alternative policies. The findings of this research are the facts that there is no statistically significant correlation among general fatigue, situational fatigue, fatigue results, and duties in a detention house. Yet, there is a positive relations between employment condition and general fatigue, which is to say, more frequent man-shift leads to a higher level of general fatigue. And analyzing the difference in fatigue results according to work conditions finds that there is a statistically significant correlation between shift-workers and non-shift workers. So, it is advisable, minding the said findings, to understand the fatigue level in consideration of the degree of difficulties and risks at each business department in the police station and to establish a fatigue management model for each type of business. Moreover, it is necessary to secure an organization and budget required for systematically operating a fatigue management program based on the fatigue management model.
