국문 초록

본 연구에서는 우선 몽골과 한국, 몽골과 북한의 외교관계를 각각 요약하여 제시하고 이를 토대로 앞으로의 몽골의 대 한반도 외교정책을 분석하여 이에 대한 한국의 대응 전략을 파악해 보고 한반도의 안정과 남ㆍ북한의 통일에 있어서의 몽골의 역할과 동북아에서의 삼국의 협력에 대해 논해 보았다. 또한 몽골의 대 한반도 외교정책의 면밀한 분석을 통해 앞으로 한국이 몽골을 통해 대 북한외교와 나아가 동아시아에서의 외교력을 넓히는 정책적 제안을 도출해 보고자 했다. 본 연구의 결과를 보자면 몽골은 앞으로도 강대국들의 이해관계가 얽혀있는 동북아시아의 급변하는 정세 속에 남한과 북한 어느 한쪽에도 이해관계가 치우쳐 있지 않은 유일한 나라라는 특별한 입장을 계속 유지하려 할 것이다. 이는 외교적으로 몽골 스스로가 약소국의 위치에서 동북아의 안정과 평화가 자국 발전에 핵심 사항임을 잘 알고 있기 때문이다. 정치ㆍ외교적으로 약소국인 몽골의 입장에서 한국과 북한 사이에서 한국을 온전히 지지하도록 하는 것은 현재 매우 어려워 보인다. 한국은 몽골의 이러한 입장을 이해하고 그 입장에서 몽골을 활용할 수 있는 외교적인 방법을 모색해야 한다. 또한 북한과의 문제뿐만 아니라 동북아 전체에서 몽골의 특별한 지정학적 위치를 고려하는 외교적 판단도 새롭게 세워 나가야 한다.

영문 초록

This paper summarizes the diplomatic relations between Mongolia and South Korea and then Mongolia and North Korea. It also prospects the role of Mongolia in the situation of the Korean peninsula’s stability and even for the reunification of South and North Korea in the future. Through the profound analysis of those Mongolian diplomatic policies, ultimately this paper tries to draw a proposal of specific policy strengthening the Korea’s diplomacy toward North Korea and East Asia. Mongolia will hang on to their neutral position in the dynamical situation between South and North Korea in and around Northeast Asia. This specific policy of Mongolia is resulted from the core fact that they understand the peace of the Northeast Asia affects their prosperity in Mongolia as a comparatively small and weak nation. Furthermore, it seems natural that Mongolia cannot support South Korea in this sort of the existing state of affairs related to their stability. Therefore, Korea needs to seek for a solution that applies the Mongolian cases based on deep understanding about Mongolia. In addition, Korea can be required to newly establish the criteria considering the particular geopolitical factors of Mongolia in relation to the entire areas of Northeast Asia as well as North Korea.
