국문 초록

이 논문은 작지만 강력한 정부를 축으로 시장경제를 강력하게 추구하는 신자유주의 시대에 있어 경찰 패러다임의 변화 및 관련 전략에 대하여 살펴보고자 한다. 1980년대 경찰이 지역사회에 대하여 지역의 문제를 지역주민과 함께 해결하기를 요청하고, 문제를 해결하려는 정책을 취했지만, 이제 경찰은 축적된 정보자원을 통하여 범죄를 예방하고, 지역문제를 해결하는 등 경찰주도적인 서비스를 제공하고 있다. 이른바 정보지향적 경찰행정 및 예측적 경찰행정 등의 신경찰전문화로 경찰 패러다임이 변화한 것이다. 신경찰전문화는 그 장점이 많지만, 경찰이 첨단장비를 적극적으로 활용하면서부터 지역주민, 내부 조직구성원간의 대화에 관심을 소홀히 하게 되었다. 즉, 경찰은 상대적으로 시민과의 신뢰성 및 정당성 구축, 민주주의적인 재량성 확보등 보다 범죄예방 및 비용감소 등의 실질적 효과에 더 관심을 갖고 있다. 결과적으로 경찰서비스의 차별화 및 민간경비 산업의 확장이라는 신자유주의적 양상이 경찰치안서비스 영역에도 나타나고 있다. 누구도 오늘날 경찰행정상 정보통신기술의 폭발적인 효능을 부정할 수는 없다. 그런데 이러한 과정은 테크놀로지의 상징인 기계장치가 그 일을 처리한 것이지, 소프트웨어인 경찰관이 그 일을 처리한 것은 아니라는 점에서 경찰관의 창의성, 직관력 등을 앗아가는 역기능도 있다. 한편으로는 신자유주의적 이념을 바탕으로 한 경찰의 전문화주의에 대한 폐단우려는 그야말로 기우일수도 있다. 왜냐하면 경찰이나 시민 역시 1950년대부터 1980년대의 문화를 그대로 가지고 있지 않으며, 양측 모두 변화하였기 때문이다. 무엇보다 경찰의 전문화는 정보통신 시대의 자연스런 발전양상의 일부이기 때문이다. 신자유주의 시대의 경찰은 지역사회 경찰에서 벗어나 신경찰전문화로 변화하고 있으며, 각 국의 경찰은 다양한 형태로 그 패러다임의 변화를 수용하며, 적응하고 있다. 한국경찰 역시 이 거대한 패러다임의 변화에 직면해 있으며, 주민의 경찰행정에의 참여와 경찰의 집권적인 법집행태도 및 정보지향적 전략 등은 때론 충돌하고, 그리고 때론 상생하는 양상을 보이게 될 것이다.

영문 초록

The past 20 years, both of public police service and community policing did not ensure safety and security to the citizens. Of course, this is the value of the police service and the value of community policing is not to say that they're wrong. However, it means, the police are looking for ways to provide the effective policing services to the citizens. Police turned into new professionalism from community oriented policing. The new professionalism include Intelligence- Led Policing and Predictive Policing. They are principles of neo-liberalism. Neo-liberalism is recognized as an important value like on the top down decision making, centralization, rationalization, scientific and market economy system. Thus, the most important purpose of the police is not dialogue with citizens but the prevention of crime. Build credibility and legitimacy with citizens, democracy, etc. ensuring discretion of the police is not the priority of law enforcement. This is discrimination against the police service and the private security industry, which was a cause expansion. Represents the so-called negative effects of neo-liberalism. But a police specialization costs, equalized services, statistics, utilization, such as forward-looking services are effective. Above all, the effectiveness of crime prevention can be achieved reliably. Thus, the historical paradigm shift in the police is inevitable in the development of science and technology. Police new professionalism in neoliberal position is a natural consequence, the current and future changes will lead the police. The task of the police and the police new professionalism is in harmony with natural features of the service. Furthermore, the police should be keep public security to citizen. But at the same time, the police service, quality, cost and rationality should also be considered. On the other hand, the police strategy to pursue neoliberal ideology and administrative factors also community policing should not be ignored. Because the police changes is circulated.
