1. CONTENTS
(1) RESEARCH OBJECTIVES
This thesis chose factors which have the most civil complaints about rewards as a surveying factor of ‘AHP importance’ by analyzing total 242 cases of complaints about rewards to the Ministry of Land, Transport and Maritime Affairs from Jan. 1st, 2009 to Dec. 31st. 2010 in order to understand ‘what kinds of effects important rewards factors have on compulsory expropriation (consent to rewards)’ when performing public services. The purpose of this thesis is to protect the rights and interests of the rewarded people through proper rewards as well as to enhance the rate of consent to rewards by analyzing rewards factors in public services empirically through ‘AHP research model’.
(2) RESEARCH METHOD
Az for range of study, this thesis targets the government and local governments which implement public services, and as for a research method, SPSS.18K and Expertchoice AHP was conducted empirically after selecting professional groups such as appraisers and hands-on workers and conducting 1 : 1 survey.
(3) RESEARCH FINDINGS
Az a result of an experts’ Weight analysis using AHP, the placing according to its importance are as follows. ▲ The principal of public works is ‘redevelopment union’ ▲ The principal of object is ‘land owner’ ▲ The standards of the survey for object is ‘aerial survey’ ▲ The period for land compensation is ‘Summer’ ▲ The period for housing compensation is ‘Spring’ ▲The preriod for tree compensation is ‘Summer’ ▲ A personnel set-up for appraisal is ‘3’. ▲ The keys items for an appraisal is ‘The institutionalization of the correction of other factors’. ▲ The recommendation method of an appraisal is ‘land owner’. ▲ The agreement method for compensation is ‘mediated agreement’. ▲ The period for agreeing a compensation is ‘2 years’. ▲Compensation method is ‘bonds’ Public service compensation factors using AHP to model the importance of analyzing the results. high-reward factors are critical to increase the rate of compensation agreed to serve was a lot. As a result of the analysis of the importance of public works compensation factors by using AHP model, it was revealed that the compensation factors of high importance playa greater role in increasing the rate of agreement to compensation,
2. RESULTS
As a result of AHP importance analysis targeting 98 professionals including people in charge of rewards and appraisers working for public services of Daejeon Metropolitan City, rewards factors which have high importance are ▲ ‘association for redevelopment’ among participants to the public service ▲ ‘rewarded people’ among main agents of investigation. ▲ ‘aerial survey’ as a standard for investigation ▲ ‘summer’ as a time for land rewards ▲ ‘spring’ as a time for housing rewards ▲ ‘summer’ as a time for trees ▲ ‘3 people’ for composing appraisers (3 people of project conductors). ▲ ‘legislation for revising other factors.’ as a matter focused for appraising. ▲ ‘rewarded people’ as a method for recommending appraisers ▲ ‘mediation and consultation’ as a method for consulting the rewards ▲ ‘2 years’ as a period for consenting to rewards ▲ ‘bonds’ as a method for paying the rewards. As a result of AHP importance analysis, it was shown that rewards factors having higher level of importance play more important role in enhancing the rate of consent to rewards.
