유럽통합에 있어서 지역정체성 문제

국문 초록

유럽연합은 구성원들을 결속할 수 있는 유럽정체성을 만들어나가기 위해서 정치, 사회, 교육 등 다방면에서 다양한 전략들을 펼치고 있다. 그런데 “유럽적”이라는 개념의 정의에서부터 연합이 추구해야 할 궁극적인 목표의 규정에 이르기까지, 유럽연합에 대한 평가와 구상은 국가와 지역에 따라서 차이가 있다. 유럽적정체성은 이렇게 다양한 인식의 경쟁 속에서 지역적, 국가적 정체성과 공존해야 하는데, 그러기 위해서는 우선 이들과의 대립을 극복해야 하는 근본적인 과제를 안고 있는 것이다. 이 연구에서는 “기억”이라는 요소를 중심으로 유럽통합에 있어서 지역정체성의 문제를 논의한다. 집단적 기억은 과거에 대한 상이한 관점과 해석이 경쟁을 벌이는 공적 담론의 장에서 형성되는데, 새로운 유럽에서 국민국가적 기억들이 유럽적 정체성과 미래적 가치관을 정립하는데 어떠한 의미를 지니는지, 유럽 공동의 기억문화가 어떠한 방식으로 가능한지 살펴보고 있다. 논의를 위해 조명하고 있는 지역은 노르딕이라는 독자성을 공유하면서 유럽통합에서 다분히 미온적인 태도를 보여온 북유럽, 그 중 북유럽 국가로서는 처음으로 유럽통합의 길에 동참한 덴마크이다. 덴마크의 예는 초국가적 기억의 장소가 유럽적 의미로 확대되는데 있어서, 기억의 상이함 자체를 존중하고 다양한 기억이 공존할 수 있는 적절한 소통방안이 필요함을 보여준다.

영문 초록

The European Union has used a variety of strategies in many fields like politics, society, education and so forth to form the European identity that can put its member states together. However, the evaluation and design of it, from defining the concept “European” to defining its ultimate goal, differs from nation to nation and from region to region. In this manner, the European identity, amidst competition for diverse kinds of awareness, should stand side by side with the national and regional identity. For this purpose, it has the task of getting rid of conflicts with these concepts of identity. This paper discusses the national identity in unifying Europe focusing on an element of “memory”. The collective memory is formed in an arena of public discourse in which different views and interpretations compete with each other. This paper addresses what meaning the national memories in new Europe has in forming the European identity and future values and what method the shared memory culture of Europe can exist in. The focused area for this discussion is Northern Europe which has the identity of “Nordic” in common and has shown a rather lukewarm attitude to European unification. Among others, this paper pays attention to Denmark, the first nation in Northern Europe to take leading part in European unification. The example of Denmark indicates that it is necessary to have an appropriate plan for communication through which a high value is placed on the difference of memory itself and there can coexist a variety of memories, in the situation in which the arena of transnational memories are expanded to the European meaning.
