견제와 위임 관점에서 본 조세정책

국문 초록

본 논문은 조세 정책이 입법부와 행정부간의 정치적 과정에 의해 결정되는 상황을 이론적 모형을 통해 분석하였다. 기존 문헌들은 정책 결정에 있어 입법부와 행정부의 관계를 위임 혹은 견제로 파악하고 있는데, 본 모형에서는 양자를 모두 포함시키기 위해 다음과 같은 상황을 상정하였다. 행정부는 조세 정책을 작성하여 입법부에게 제시하고, 입법부는 이를 승인하거나 거부할 권리를 가진다. 그런데 행정부는 조세정책 전부를 입법부에 제시할 것인가 아니면 일부만 제시하고 나머지는 좀 더 좋은 정보가 얻어진 이후 결정할 것인가를 미리 선택할 수 있다. 이 경우 정보(위임)와 입법부ㆍ행정부 이해관계 중복도(견제)의 상대적 중요성에 따라 행정부의 결정 및 사회 후생 순위가 달라지는 것을 보였다. 특히 위임의 장점이 크지 않으면서 입법부와 행정부의 지지 세력이 상당히 다른 경우에 흥미로운 결과가 도출되었다. 즉 행정부와 입법부가 모두 자신의 이익만을 극대화하는 존재임에도 불구하고, 입법부 견제를 행정부가 고려하는 과정에서 사회전체 후생이 증대될 수 있음을 보이고 있다.

영문 초록

With a theoretic model, this paper analyses interaction between the legislature and the executive in determining tax policy. Previous literature views the relation between the two agents in terms of ‘delegation’ or ‘checks and balances’. This paper combines these two concepts such that the legislature can veto the executive’s tax policy and the latter can choose whether all components of tax policy are presented to the former or some of them are delegated in order to use the better information. It shows that the different result is obtained according to the relative importance of information (delegation) and overlap of the supporting groups (checks and balances). Especially it is proven that when the political support of the legislature and the executive is far from each other and information of the executive is not much better than the legislature, concern about the legislature’s objection makes the executive choose socially more desirable policy even though both of them pursue their own benefit.
