서울 소재 4년제 대학교의 장애학생 접근성 확보를 위한 편의시설 기준 적합도 조사 분석

국문 초록

본 연구에서는 서울 소재 4년제 40개 대학교를 선정하고, 각 대학의 편의시설을 외부공간, 매개공간, 내부공간, 부속공간, 기타공간으로 나누고, 각 공간이 편의증진법의 세부적 기준에 적합한지를 조사하였다. 또한 국공립/사립, 장애인 대학교 특례입학제도 실시여부, 장애학생 관련학과 설치여부와 같은 대학교의 특성을 기준으로 분류하여 대학간 편의시설의 실태에 차이가 있는지를 비교ㆍ분석하였다. 연구결과, 대학의 편의시설은 전반적으로 편의증진법 기준에 미치지 못하는 수준이었으며 편의증진법 기준에 맞는 시설이 설치되었다 하더라도 이용의 불편함과 관리부족 등으로 인해 장애학생들에게 적합한 환경을 제공하지 못하고 있는 것으로 평가되었다. 또한 국공립대학이 사립대학에 비해, 장애인 대학교 특례입학제도 실시대학이 비실시 대학에 비해 대부분의 편의시설 기준에서 상대적으로 우위의 적합도를 보였다. 장애학생 관련학과 설치여부 따른 대학간 기준 적합도에는 큰 차이가 나타나지는 않았다. 본 연구의 결과를 통한 대학내 보편적 설계에 기초한 편의시설의 기준 적합도를 높이며, 수요자 중심의 고등교육환경 발전을 위한 편의시설 개선과 확충을 위한 논의점이 제시되었다.

영문 초록

The purpose of this study was to evaluate fidelity of guidelines on accommodations to accessibility for students with disabilities of 4-year universities in Seoul. First we selected 40 universities in Seoul, categorized their accommodations into exterior space, intermediate space, interior space, attached space, and other space, and evaluated their fidelity of guidelines on accommodations under the convenience enhancement act of people with disabilities. Second, we compared and analyzed the differences of the actual condition of accommodations among universities according to the characteristics of the universities such as whether they are national/public or private, whether they adopted special admission system for people with disabilities, and whether they have department related to disabilities. Results indicated that physical environment of universities did not fit the guidelines of the convenience enhancement act generally and provide appropriate environment for students because of the inconvenient utilization and lack of management even though equipped. Therefore, universities should make a greater effort to improve and expand the accommodations to establish consumer-centered higher education environment, recognizing the importance of expanding accommodations by universal design and enhancing the fidelity for advanced higher education environment as well as students with disabilities.
