PF사업 리스크완화에 대한 이해주체별 의사결정 기준에 관한 연구

국문 초록

개발사업에 있어 자금조달은 필수적이자 중요한 요소로 일반적으로 대부분의 개발사업이 자금조달에 큰 어려움을 겪고 있는 상황에서 사업시행에 있어 가장 중요한 선결과제인 자금조달을 효율적으로 조정할 수 있는 방안에 대한 연구가 필요하다고 할 수 있다. 따라서 본 연구에서는 대표적인 부동산 개발금융방식인 프로젝트 파이낸스(Project Finance) 방식을 대상으로 부동산개발에 대한 자금조달방식과 그에 따른 리스크 부담에 관한 연구를 통해 자금조달을 원활하게 하기위한 의사결정에 대한 연구를 수행하였다. 분석결과 이해주체별로 리스크 완화를 위한 중요항목 선정에 차이가 있는 것으로 분석되었다. 시행회사의 경우 전반적으로 사업의 안전성으로 해당 사업의 컨소시엄에 참여한 주체들의 재무적 건전성 및 자금동원 능력, 위험 부담 능력, 사업의 지속여부 및 책임준공 등의 중요성과 자금조달의 중요성을 인식한 결과라 할 수 있다. 시공회사의 분석결과를 보면 시행회사에 비해 상대적으로 자금조달보다는 PF사업의 계약조건과 관련된 부분의 개선을 리스크완화에 있어 중요한 항목들이라고 판단하는 것으로 나타났다. 이는 시공회사가 현재 구조적으로 PF사업 내에서 리스크 부담이 가장 크기 때문에 자금조달 등의 외부자금 차입에 따른 리스크보다는 PF사업이 완료되지 못하거나 시공비 이외의 자본 투자에서 발생하는 리스크에 더 민감한 것으로 볼 수 있다. 금융기관의 경우는 자금조달 및 유동화 측면이 리스크 완화를 위해 중요한 항목이라고 판단하는 것으로 나타났다. 이를 살펴보면 자금조달에 있어 부동산펀드 및 REITs를 통해 자산을 유동화하고 연금기관 및 제 2금융권의 참여를 유도하여 원활한 자금조달을 유도하고 이를 통해 PF사업의 리스크를 줄일 수 있기 때문인 것으로 볼 수 있다.

영문 초록

Financing is an essential and important factor for any development project. In general, most of the development projects suffer much from financing. It is deemed necessary to explore the ways to adjust effectively the financing and even the prerequisite for the projects. Thus, this study aimed to examine the ways to have the real estate development projects financed and their risks reduced effectively, focusing on the ‘project financing’(PF) and thereby, suggest the criteria for decision-making on financing. As a result, it was found that the aspects deemed important for relief of the risks differed significantly among stakeholders. Developers were aware that the important aspects for the real estate development projects were such conditions of the companies participating in the consortium as financial status and competence, risk-taking capacity, project implementation capacity and responsible of completion. On the other hand, it was found the constructors judged that the favorable conditions for PF contracts were more important for relief of the risks than financing which suggests that the constructors are more sensitive to the risks of failing PF projects or capital investments other than the construction cost than the financing risks due to their risks heaviest in the PF projects. The financial institutions judged that financing and liquidity were the most important for relief of the risks. More specifically, the financial institutions felt it is essential to securitize the assets through real estate fund and REITs while inducing the pension fund and the secondary financial institutions to participate in the securitization, for smooth financing and relief of the PF risks.
