국문 초록

본 연구는 최근 국토해양부가 기반시설부담비용 계산방식에 관해 개선 제안한 틀을 기준으로 수도권 내 개발압력이 높은 안성시를 사례 지자체로 선택하여 표준단위설치비용을 도출해 보고, 그를 바탕으로 실제 난개발 발생 사례지에 대한 기반시설 총설치비용 계산과정을 모의실험해 보았다. 실험결과 지정구역 내 전 필지 각각에 대해 장황하게 별도 계산하던 이전 비용계산 방식에 비해 계산기준 명료성이나 계산과정 간편성 등에서 많은 개선점이 있음을 확인할 수 있었고 특히 타임조닝제 개념을 도입해 현재 개발이 진행 중인 지역과 향후 개발이 발생할 지역 등으로 구역지정 대상범위를 장.단기적 시차에 따라 구분함으로써 이전 제도 하에서 가능했던 기 지정구역 회피현상과 대체 미개발지로의 난개발 파급 현상을 차단하고 개발가능지 전체의 입지 형평성을 제고하였다는 점 등은 괄목할 부수적 제도개선점임을 알 수 있었다.

영문 초록

Recently, the Ministry of Land, Transport, and Maritime Affairs (MLTM) has newly amended parts of the existing principles of the Development Impact Fee (DIF) estimation in an effort to mitigate some alleged burdens that the field officials said to have faced in processing the current routines. The study, in this context, tries to examine, taking Ansung City as the case, such newly proposed routines as suggested by the MLTM. It is performed by duplicating and simulating the suggested framework in order to probe the technical merits that they might possess. The findings clearly indicate that it merits many faceted advantages than its predecessor as it allows more simplified and straightforward calculation procedure as much as it renders intuitive outputs. Furthermore, the so-called ‘time-zoning’ scenario included in the amendments is expected to help prevent the uncontrolled development activities from evading the zonal constraints the current DIF framework could impose in a limited fashion.
