지하철 범죄의 실태와 대응방안에 관한 연구

국문 초록

이 연구는 서울 지하철을 중심으로 지하철 범죄의 실태 분석을 통하여 효과적인 대응방안을 모색해보고자 하는데 목적이 있다. 지하철 범죄의 실태를 파악하기 위해 경찰청 2009년 행정안전위원회 국정감사요구자료 및 경찰내부 통계자료를 활용하였으며, 빈도분석 외에도 기하평균을 이용하여 5년간(2005년～2009년)의 평균증감율을 분석하였다. 실태분석 결과, 지하철 범죄는 증가하고 있으며, 주요 범죄유형은 절도, 폭력, 성폭력으로 나타났다. 노선별로는 지하철 1호선과 2호선이, 장소별로는 역구내에서 많이 발생하는 것으로 나타났다. 시간대에서는 출퇴근시간에서 발생빈도가 가장 높으며, 연평균증가율은 출퇴근시간대를 제외한 시간대에서 높은 것으로 나타났다. 지하철 범죄자를 살펴보면, 지하철 범죄자도 증가추세에 있으며, 절도․폭력․성폭력 범죄자가 대부분을 차지하는 것으로 나타났다. 성별에 따라서는 남성이 대다수를 차지하고 있으나 여성의 증가추세가 높게 나타났다. 연령에 따라서는 50대 이상의 범죄자가 가장 많았으며, 10대 중후반과 20대의 연평균증가율이 높게 나타났다. 직업에 따라서는 무직의 빈도가 높았으며, 연평균증가율은 학생과 노동 등의 직업이 높은 것으로 나타났다. 전과에 따라서는 초범의 빈도가 높았으며, 연평균증가율은 재범의 비율이 높은 것으로 나타났다. 마지막으로 이러한 분석 결과를 바탕으로 지하철 범죄에 효과적으로 대처하기 방안들을 논의하였다.

영문 초록

The purpose of this study is to search for a plan to effectively countermeasure the subway crime in Seoul metropolitan subway system through the analysis of its actual condition. To examine the actual condition of the subway crime, the data required for the Public Administration and Security Committee of the National Assembly from the National Police Agency in 2009 and the internal statistics information of the National Police Agenc were utilized, and geometric average in addition to frequency analysis was used to analyze the increase and decrease in the average for five years (2005～2009). The result of analyzing the actual condition revealed that the subway crime was increasing with theft, assault and sexual assault as the main type of crime. As for the crime according to the subway line, it frequently occurred in Line 1 and Line 2 and it frequently occurred in station in regards to the location. The frequency of occurrence was the highest during the commute hours in regards to the time, and it was revealed that the annual average increase rate was high during the times except for the commute hours. As for the subway offender, the number of subway offenders was also on the rise with the offenders that commit theft, assault and sexual assault were the majority. As for the offenders according to gender, male formed the majority but female was significantly on the rise. As for the offenders according to age, the frequency of the offenders that are in their 50s and over was the highest, and the annual average increase rate revealed high for those in the mid and late teens and 20s. As for the offenders according to occupation, the frequency was high for those without any occupation, and it was revealed that the annual average increase rate was high for the occupations such as student and laborer. As for the offenders according to previous conviction, the frequency was high for the first offender, and it was revealed that the annual average increase rate was high for the percentage of previous convictions. Based on these results, it should take effective countermeasures against subway crime.
