소련의 대북한 군사원조와 중․소 군대의 참전 문제

국문 초록

이 글은 한국전쟁 발발 전후의 단계적 국면에 따라 소련이 북한에 제공한 군사원조의 실상과 성격을 살펴보고, 동맹군대의 개입에 대한 북·소의 입장을 분석하는데 목적이 있다. 일찍이 북한은 군사력 강화를 위해 소련의 원조를 통해 군수산업의 발전을 도모하여, 1948년 말부터 기관총과 각종 포탄을 생산하기 시작하였다. 그러나 자체 생산만으로는 군사력의 유지와 강화에는 커다란 한계가 있었기 때문에 절대 다수의 군사장비는 소련에 의존할 수밖에 없었다. 1949년 3월 북한대표단의 소련 방문을 통한 일련의 협정 체결 결과 북한은 소련으로부터 현대적인 군사장비를 들여올 수 있게 되었다. 1950년까지 무력 충돌을 원치 않았던 소련은 북한측 요구를 완전히 충족시켜주지는 않았다. 그러나 1950년부터 소련은 본격적인 군사 원조를 통해 인민군의 급격한 전력 향상에 절대적인 도움을 주었다. 소련의 군사원조는 차관과 교역을 통해 이루어졌으며, 무상원조는 매우 미미한 수준이었다. 전쟁 중에도 북한측은 군사장비의 도입을 위해 납과 금 등을 비롯한 자국의 자원물자를 소련에 공급해야 했다. 전쟁 발발 이후 미군의 참전은 북한지도부에게 점차 불안감을 가지게 하였고, 특히 미 공군의 공습은 이에 대응한 소련과 중국 등 동맹국 군대 참전에 기대를 갖도록 하였다. 김일성 지도부는 1950년 7월부터 소련 항공대를 비롯하여 동맹국 군대 참전을 간접적으로 타진하였으나 미국과의 충돌을 원치 않은 스탈린의 소극적 자세로 인해 성과를 얻지 못했다. 1950년 10월 중순과 11월 초 중국군대와 소련공군의 참전으로 북한은 패전에서 벗어났지만 북한 내부의 대소 불만은 이미 상당한 수준에 이르렀다. 비록 소련이 각종 군사장비의 제공에는 인색하지 않았더라도 전쟁 초 북한측이 요구한 무력 지원의 거부는 북한 무력통일의 실패에 주요 요인이 됨으로써 전후 양국간 관계의 성격을 변화시키는데 일정한 영향을 미쳤다.

영문 초록

This study aims at analysing positions of North Korea and Soviet Union to intervention of the allied forces by examining actual conditions and characters of military support provided to North Korea by USSR according to stepwise aspects before and after the Korean War. Earlier, North Korea planned to develop war industry through supports from Soviet Union for reinforcement of its military power and began to produce machine guns and bombs after late 1948. However, as there was a limit to maintenance and reinforcement of military power only with its self-production, it had to rely on Russia's authorities for a number of military devices. March 1949, when an agreement was concluded between Soviet Union and North Korea through North Korean delegates' visit to Moscow, North Korea could have modern military devices from USSR. Stalin who did not want to have armed clash until 1950s did not satisfy the demands of North Korea completely. However, since 1950s, Soviet Union provides absolute help for rapid growth of military power of North Korea through active military support. Moscow's support was maintained through credit and trade, and there was little free support. North Korea was forced to provide its resources such as lead and gold for Soviet Union to introduce military devices during the war. After the war, the American Forces joined the war which made North Korean leadership nervous and in particular, attack of American air forces anticipated joining of the allied forces of Soviet Union and China. Kim Il-sung leadership indirectly gauged the joining of the allied forces including Russian air forces in war, but it did not have any result because of negative attitudes of Stalin who did not want to have a clash with USA. In the middle of October 1950 and early November, North Korea barely escaped from being defeated because of Chinese and Russian air forces, but there was a considerable of internal complaints in North Korea. Although Soviet Union was not stingy in providing military devices, its refusal to support military forces demanded by North Korea in the beginning of the war was a key element of North Korea' failure of forced unification, which had a certain influence on changes in the characters in relationship between both countries.
