국문 초록

2006년 제도화의 법적 토대가 마련된 일반직 공무원의 노사관계의 조기 안정을 위해 단체교섭의 문제점을 검토하고 현실경험적 발전방안을 모색하였다. 연구방법은 경험사례연구결과들을 종합적으로 분석하는 문헌연구방법을 사용하였다. 연구결과로서 중복교섭 해소를 위한 이원적 교섭구조 형성， 교섭창구 단일화의 기준 보완， 교섭범위의 확대， 교섭효력의 담보제도 도입， 부당노동행위 구제명령 이행강제제도 도입 ， 협의제도의 활용， 당사자의 과제를 공무원단체교섭의 과제로서 제시하였다. 그리고 노사당사자에의 제언 연구의 한계점 향후연구의 방향을 제시하였다.

영문 초록

For early stabilization of industrial relations of general public officials for which the legal base of institutionalization was arranged in 2006, this study analysed the problem of collective bargaining in government and tried to find experiential solutions. As the research method, literature method that analyses results of case study synthetically was used. As results, this study suggested the establishment of dual collective bargaining structure, the compliment of criteria in unification of collective bargaining subject, the enlargement of collective bargaining scope, the introduction of scheme that the government will guarantee collective agreement. the introduction of scheme that forces government to carry out the remedy order to unfair labor practice, the use of the consultation scheme and tasks of subjects as improvement tasks of collective bargaining in Korean government. And suggestions for subjects in industrial relations of general public officials, limitations of study and the direction of future study are suggested.
