국문 초록

지난 1989년 공산정권이 붕괴된 이후 체코에서는 우익정당과 좌익정당이 각각 두 번의 선거를 거치면서 교대로 정권을 잡아왔다. 우익정당은 탈공산주의 초기에 정권을 잡아 신자유주의 정책을 통해 시장경제를 도입하고 정치적 안정을 도모했다. 그러나 1990년대 중반 이후 중도-좌익의 사회민주당은 우익정당의 실정을 기회로 삼아 '이행의 패자들'로부터 지지를 끌어 모아 정권을 잡는데 성공했다. 이후 우익정당의 시민민주당은 사회민주당과의 ‘반대협정’이나 ‘관용증서’ 등을 통해 권력을 공유하고 현재는 이데올로기, 실용주의 노선의 변화를 통해 다시 정권을 잡으려 시도하고 있다. 이 글에서는 특히 역사적, 제도적, 정치적 측면에서 우익정당의 등장과 역할 그리고 그들의 변화에 대해 논의한다.

영문 초록

In this article I' tried to explain the rise and decline of center-right parties in Czech Republic since 1989. I have focused principally on the most powerful and successful party of the right, the Civic Democratic Party. But at the same time, the smaller parties in the right side, such as Civil Democratic Alliance and Christian-Popular Party and Freedom Union,have been discussed also. After focussing the rise and evolution the center-right parties up to 1996, then I have discussed the causes of the decline of those parties from the middle of the 1990s. After the election in 1998, Klaus's Civic Democratic Party struck an unprecedented deal on the 9 July 1998 with the Social Democratic Party, so-called ‘Opposition Agreement’ and in January 2000, two parties added special provisions to their power-sharing formula(which be called ‘Patent Toleration’) seeking to change the electoral system to limit the electoral possibility of small parties. The realignment of the Czech center-right, resulting from the Opposition Agreement and Patent Toleration have divided the Czech center-right into two blocks. The one is Civic Democratic Party and the other is so-called four-coalition consisted of smaller center-right 4 parties. The fourcoalition has taken part in the coalition cabinet with social democratic party since 2002.
