국문 초록

본 연구는 직업재활영역의 전문가단체인 직업재활사협회의 설립준비를 통하여 직업재활사 제도를 효율적으로 운영하기 위한 기초연구로써 직업재활사협회의 법인화 형태, 법적․제도적 설립요건 및 고려사항, 그리고 설립절차 등 설립준비에 필요한 내용을 고찰하고, 직업재활사협회의 기능과 역할을 모색해 보고자 실시되었다. 이를 위하여 법인설립과 관련된 문헌 검토, 관련법률 및 규정분석, 국내·외 유사기관의 설립사례 및 역할 비교분석 등의 방식을 활용하였다. 직업재활사협회의 설립준비와 관련해서는 직업재활사협회는 비영리사단법인의 형태로 창립되어야 하며, 목적의 비영리성․설립행위․주무관청의 허가․설립등기 등의 4가지 설립요건이 충족되어야 하며, 설립절차는 목적 및 명칭 만들기․정관준비하기․창립총회․주무부서 확인하기․소재지 확인․신청서류 준비 등의 6단계로 진행될 필요성이 제기되었다. 직업재활사협회의 기능과 역할과 관련해서는 한국직업재활사협회의 명칭을 사용하는 방안과 직업재활사의 권익옹호 및 복지증진, 장애인직업재활에 관한 전문지식과 기술의 개발․보급, 장애인의 권익 및 복지증진 등 설립목적에 필요한 주요 내용들과 협회의 목적달성에 필요한 13가지의 주요 사업내용들이 제시되었다. 정부 관련부처와 한국직업재활학회와의 네트워킹도 제안되었다.

영문 초록

This research aims at examining requirements to prepare for foundation of vocational rehabilitation specialist association, which is an organization of vocational rehabilitation specialist field, including the corporate type of the association, legal·regulative conditions, considerations, and steps to found it, and exploring its functions and roles in order to run the system for vocational rehabilitation specialist, as a basic research. In order to examine them, internal and external researches on foundation of corporation have been examined, related laws and regulations have been analyzed, and case examples of similar associations in Korea, as well as other countries, have been compared and analyzed, including its roles. In regards to preparation for foundation of vocational rehabilitation specialist association, the result of this research reports that it should be found as a form of non-profit corporation, meeting 4 requirements to establish itㅡnon-profit, founding, approval by the authorities in charge, and registrationㅡand this research also suggests that it needs to take 6 procedural steps to found itㅡset up the name and purpose, prepare for articles of association, have the first general meeting, check the departments in charge, identify location of the association, and prepare for application form. Regarding the roles and functions of vocational rehabilitation association, this research provides the ways to use the name as 'Korean Vocational Rehabilitation Specialist Association', protection of rights and promotion of welfare for vocational rehabilitation specialist, development·distribution of special knowledges and skills related to vocational rehabilitation for the disabled, protection of rights and promotion of welfare for the disabled individuals, and finally 13 major business related subjects that are needed to achieve the goals of foundation of association. The networking between Korean vocational rehabilitation specialist association and the ministries·offices is also suggested.
