국문 초록

시민교육은 어떤 사회에서 수용되는 정형화된 틀을 염두에 두고 그 구성원인 시민들을 일정한 방향으로 만들어가는 과정으로서만이 아니라, 독립적인 사고와 이성적 판단력, 다원적이고 개인주의적 성격을 고양하기 위한 측면의 노력도 중요하다. 시민사회 형성의 역사적 과정에서 볼 수 있듯이 시민사회는 공적 영역에서 출발, 사적 영역을 넘어 이제는 제3의 영역으로 이해된다. 기존 가치를 수용하는 사회화의 과정으로만 시민교육을 볼 것이 아니라, 역사회화의 측면을 함께 시민교육의 영역으로 포함하는 시각도 필요하다. 교육을 주 임무로 하는 기관이나 단체 뿐 아니라 일반 시민사회단체에서도 다양한 프로그램들이 실행되고는 있으나 문화여가 프로그램에 제한되고, 시민교육에 관련된 교육 프로그램은 매우 적은 실정이다. 여가활동이나 주민복지의 차원을 넘어 시민교육의 영역이 확대되고, 시민교육의 이념과 목표, 내용이 그 폭을 넓혀야 할 것이다.

영문 초록

This essay puts its logical focuses on social context comparing with civic education in the context of school education and/or home education. It is important to realize that civic education be considered not only as a socialization which makes an individual interested in or concerned with social conditions or the welfare of others but also as a counter - socialization which emphasizes the importance of independent thinking, rational judgment, and individuality. As we reviewed the process of forming western civil society, the civil society was originated from public area during ancient period, from private area in modern times, and now it is considered as a third sector. Civic education should be viewed as counter - socialization as well as socialization which adopts existing value system. Civic education programs were observed in rare cases in spite of the fact that various programs of social organizations put too much importance to recreational aspects. The arena of civic education, in terms of vision, objectives, and contents should be broadened beyond the dimension of recreation or welfare of citizens.
