국문 초록

본 연구의 목적은 2001년 말에 기금제도의 기본적인 틀이 바뀌어 새로운 정책환경을 맞은 시점에서 우리 나라의 기금제도와 관련정책 전반의 문제점을 체계적으로 파악하고, 문제개선을 위한 정책대안을 종합적으로 제시하는 것이다. 여기서는 기금유형별로 문제를 분석하고 대안을 제시하는 접근방법을 택하였으며, 특히 사업성 기금의 실상파악과 문제개선에 주된 초점을 부여하였다. 본고에서 제시한 중요 정책대안은 다음과 같다. 첫째, 개별부처의 입장에서 재원의 안정적 확보를 위해 사업성 기금을 설치하는 것은 이제 지양되어야 한다. 둘째, 일반회계와 특별회계 그리고 사업성 기금 간의 역할분담을 명확히 하고, 이에 따라 특별회계 및 기금제도를 정비하여 통합예산 중심의 재정운영체계를 확립해야 한다. 셋째, 사업성 기금들이 대규모로 수행하고 있는 재정융자를 대폴 축소하고, 필요시 이차보전으로 전화하는 개편이 사업성 기금 운용개선의 중요한 정책축이 되어야 한다. 넷째, 사업성 기금을 대상으로 하는 연기금 투자풀제도의 운용은 근본적으로 문제가 있으므로 개편되어야 한다. 다섯째, 장기적으로 공공자금관리기금을 재정융자특별회계에 통합하는 등 여건변화에 걸맞는 공공자금관리기금의 개편이 이루어져야 한다. 여섯째, 국민연금의 막대한 자금이 자산증식을 위한 기금운용 주체의 자율적 결정에 부합하면서 동시에 국민경제의 건전한 발전을 이루는 생산적 투자에 활용될 수 있게 하는 정책지원책이 강구되어야 한다. 마지막으로, 현재 기금관리기본법의 대상에서 제외된 금융성 기금에 대한 감독과 관리체계가 반드시 재설정되어야 한다.

영문 초록

In December of 2001, there was a big policy-regime change in the gevernment fund system in Korea: the budget of all the government funds except 10 'financial sector funds' should be reviewed by the national assembly. The purpose of this study is to review and analyze the overall problems of the Korean government fund system and to suggest comprehensive policy directions to solve those problems, when there was such a big policy-regime change. In this analysis, we adopt separate approaches suitable to each distinct government fund categories: "budget-type funds', 'pension funds', 'account management funds', and 'financial sector funds'. We suggest the following policy directions. First, the establishment of new 'budget-type funds' just to obtain finacial resources in a convenient way from the perspective of each ministry should be avoided. Second, we should strengthen the management of the consolidated budget, including the general account, special accounts, and government funds by reducing the number of special accounts and government funds. Third, the fiscal loans of some 'budget-type funds' should be cut down, and if needed, they should be substituted for 'the interest-rate gap subsidization'. Fourth, the investment pool system recently introduced by the Ministry of Planning and Budget for the 'budget-type funds' has some fundamental problems, and should be reconsidered. Fifth, the public capital management fund established in 1994 should be restructured considering rapidly changing policy circumstances. Sixth, we need some institutional arrangements to utilize the very rapidly growing surplus funds of the national pension fund in the productive sectors of the economy, under the voluntary decisions of the fund managing body. Finally, a new management and review system should be introduced for the 'financial sector funds', which are not under the control of the national assembly in the present system.
