국문 초록

  이 연구에서는 경찰부패의 개념에 따른 부패유형을 분류하고, 우리나라의 경찰부패현황 및 경찰의 반부패 활동을 평가하였다. 또한 경찰부패 통제전략을 평가하고 그 개선방안에 대해서 제시하였다. 구체적으로 국가청렴위원회의 조사분석 결과 경찰인사관리제도에 문제가 있음을 파악하였고, 이를 해결하기 위해 승진적체 해소를 위한 경감, 경위급 경찰관 증원 및 근속승진의 확대 실시, 심사승진의 객관성ㆍ타당성ㆍ공정성 확보 등을 고려해야 한다. 다음으로 하위직 경찰공무원들의 윤리의식 성장을 독려하고 고위 경찰간부의 윤리의식을 제고하기 위해서는 경찰대학생과 경찰간부후보생의 윤리교육을 강화해야하고, 순경 등의 채용과정에서 인성검사와 신원조사 절차가 강조되어야 한다. 이밖에도 경찰부패를 통제하기 위한 전략으로 부패친화적 경찰하위문화의 개선과 경찰공무원의 복리후생제도 개선 및 경찰보수 수준의 적정화를 꾀해야 한다. 끝으로 기존에 운용되고 있는 청문감사관제도, 인권수호위원회 및 시민인권보호단, 경찰청 시민감사위원회의 운영에 내실화를 기할 수 있도록 개선되어야할 것이다.

영문 초록

  Propose of this research is to classified the concept of corrupted Police, estimate Korean police corruption and our anti-corrupted Police movement. And then estimate the strategy of controlling corrupted police and bring up the improvement plan. To concrete about this problem, KICAC(Korea Independent commission Against Corruption) made analysis that, there is problem in police personnel management system. To solve this problem, there are many pileup promoted lieutenant and inspector. Must increase number of position for lieutenant and inspector and need to consider about to guarantee the objectivity, propriety, and equity at continuous promotion. For lower position police need to encourage ethics awareness. To make executive police ethic awareness to promoted, Korea National Police University student and cadet of executive police have to consolidate ethic education. New employment of policemen test, need to consolidated to reference of person and humanity test. In addition to stop the corruption, improve lower policemen"s culture and benefits package system. The payment of policemen should be rationalized. For the last, office of complaints and internal affairs, human right protection committee, citizen human right protection committee, and Korea National Police Agency citizen inspection committee should find out better way to substance.
