영국 유아교육개혁에 대한 분석적 고찰

국문 초록

  본 연구는 최근 영국 정부가 실시하고 있는 대대적인 유아교육개혁의 내용과 유아교육기관의 평가제도에 관하여 검토하고 개혁내용에 대한 평가와 한국 유아교육을 위한 시사점을 살펴보았다. 영국 정부는 유아교육의 질을 향상시키고 유아들의 학습수준을 높이기 위해 국가수준의 유아교육과정을 신설하였고, 교육개혁을 보다 효율적으로 추진하기위해 유아교육기관 평가 제도를 도입하였다. 또한, 유아교육기관의 평가의 결과에 따라 정부의 재정적 지원이 연계되어 정책의 효율성을 높였다. 그리고, 그동안 행정 관리와 지원이 두 체제로 분리되었던 유아교육과 보육이 통합관계를 구축하게 되었다. 유아교육기관 평가를 교육부 산하기관이 아닌 독립 운영되는 교육기준청인 Ofsted가 평가를 담당하였다. 또한, 유아교육 기관의 평가결과를 인터넷에 공개함으로써 유아교육기관에게는 보다 책임감 있는 교육을 담당하게하며 학부모에게는 교육기관의 정보를 공유하여 자녀를 위해 교육기관을 선택할 기회를 넓혀주었다. 이러한 영국의 유아교육개혁은 한국의 유아교육과 보육의 이원화 체제에서 발생한 문제와 유아교육기관의 평가 인증제도의 정착 그리고 평가결과의 활용방안 등을 해결하기위한 시사점을 제공하고 있다.

영문 초록

  This paper examines the reformation the British preschool education has undergone for 10 years since 1997. The government has established a nationwide preschool education curriculum to achieve the goal of improving the quality of preschool education and raising the standard of education levels. Moreover, the government introduced an inspection system managed by Ofsted in order to promote the educational reform more effectively. Thus, they were able to acquire a national financial assistance system that was connected to inspection results. The fact that Ofsted is in charge of the inspection of preschool education institutes can increase the inspection’s fairness and integrity. Also, because the financial assistance is connected to the Ofsted’s inspection, the policy is highly effective. Making the inspection results open to the public through the internet gives an impetus for the preschool education institutes to provide a more committed provision. It is also an effective channel of sharing information with the parents and the community.
