국문 초록

  유동성제약가설은 거시재정정책의 효용성을 둘러싸고 그동안 많은 논쟁을 불러왔다. 본 연구는 항상소득의 가설이 유동성제약의 존재로 인하여 성립되지 못한다는 점을 직접적으로 보여주고자 이루어졌다. 이를 위해서 본 연구는 가계가 소유하고 있는 금융자산의 규모에 따라 유동성 제약에 걸린 집단과 그렇지 않은 집단으로 나누어 그들의 소비행위가 항상 소득의 가설을 따르는지를 살펴보고자 한다. 만약 전자의 집단이 항상소득의 가설을 따르지 않고 후자의 집단이 항상소득의 가설을 따른다면 이야말로 가장 명백히 유동성제약의 존재를 증명하는 것이기 때문이다.
  검증결과는 유동성제약이 존재하고 유동성제약이 항상소득가설의 실패이유임을 매우 강력하게 보여주고 있다. 자본시장이 불완전하고 신용거래에 제약이 존재할 수밖에 없는 현실에서는 현재소득의 감소가 발생하여 필요한 소비를 위한 재원을 대출받지 못한다면 현재소비를 줄일 수밖에 없다. 따라서 현재가처분소득을 증대시켜 소비를 증대시키고 이것이 다시 승수효과를 통하여 경제활성화로 이어진다는 총수요관리적 거시재정정책은 설득력을 가지게 된다.

영문 초록

  The existence of liquidity constraint has brought a long debate about the effectiveness of fiscal policy. This research examines whether the liquidity constraint is really the main reason for the consumption behavior to deviate from the implications of Permanent-Income-Hypothesis. The model is based on the Hall"s Euler equation and the data used is PSID. In order to observe the difference in consumption behavior between the liquidity constrained households and those not, we separate the sample by the criterion whether they have ample amount of liquid assets to prevent liquidity constraint in the presence of income fluctuation. For this, we utilize the method used by Zeldes. This sample separation also allows us to distinguish between the existence of liquidity constraint and the possible failure of other auxiliary assumptions. The empirical results show the consumption of liquidity-constrained households deviates from their lifetime income and reacts direclty to their current income. So the estimation results provide strong evidence that the liquidity constraint is the reason for the empirical rejections of Permanent-Income-Hypothesis. As far as the capital market is not perfect and liquidity constraint exists, fiscal policy can be effective in the business cycle.
